Are you suggesting the reason that Hussein Osman got away is because he's MI5 and that de Menezes assassination was in order to stop the investigation into Osman in its tracks.

That would imply that de Menezes must already have been known about. This could have been because of his immigration status, or maybe because he worked as an electrician on the subway. This raises further questions about te original statements about the explosions of 7/7, namely about the power surges on the lines themselves.

Perhaps the residence where de Menezes was staying wasn't targeted because they thought Osman was staying there, but because they needed to assassinate someone, either to dispose of evidence (dead men tell no tales) or to distract the public and scare the bejeebus out of them, or even all of te above.
