Think of it this way—remember the mythological story of Medusa? Her head had many tentacles attached- each one having just as much power as the head. Perseus cut the complete head off of the Medusa and the rest of the tentacles died and lost their power! So, the total removal of the “Head” was the only way to end this power. As long as the head was attached, the tentacles —useful idiots— had much power. Removing the main part, caused the tentacles to lose their power. That would be my strategy.
