The anniversary of the 9/11 attacks was marked by days of remembrances — for the courageous rescue workers of that moment, for the thousands murdered as the Twin Towers collapsed, for those who died in the Pentagon, or in Shanksville, Pennsylvania, fighting off the hijackers of the commercial jet they were in, as well as for those who fought in the forever wars that were America’s response to those al-Qaeda attacks.

For some, the memory of that horrific day included headshaking over the mistakes this country made in responding to it, mistakes we live with to this moment.

Among the more prominent heads being shaken over the wrongdoing that followed 9/11, and the failure to correct any of it, was that of Jane Harman, a Democrat from California, who was then in the House of Representatives. She would join all but one member of Congress — fellow California representative Barbara Lee — in voting for the remarkably vague Authorization for the Use of Force, or AUMF, which paved the way for the invasion of Afghanistan and so much else. It would, in fact, put Congress in cold storage from then on, allowing the president to bypass it in deciding for years to come whom to attack and where, as long as he justified whatever he did by alluding to a distinctly imprecise term: terrorism.  So, too, Harman would vote for the Patriot Act, which would later be used to put in place massive warrantless surveillance policies, and then, a year later, for the Bush administration’s invasion of Iraq (based on the lie that Iraqi ruler Saddam Hussein possessed weapons of mass destruction).

But on the occasion of the 20th anniversary of the attacks, Harman offered a different message, one that couldn’t have been more appropriate or, generally speaking, rarer in this country — a message laced through and through with regret. “[W]e went beyond the carefully tailored use of military force authorized by Congress,” she wrote remorsefully, referring to that 2001 authorization to use force against al-Qaeda and Osama bin Laden. So, too, Harman railed against the decision, based on “cherry-picked intelligence,” to go to war in Iraq; the eternal use of drone strikes in the forever wars; as well as the creation of an offshore prison of injustice at Guantanamo Bay, Cuba, and of CIA black sites around the world meant for the torture of prisoners from the war on terror. The upshot, she concluded, was to create “more enemies than we destroyed.”

Such regrets and even apologies, while scarce, have not been utterly unknown in post-9/11-era Washington. In March 2004, for example, Richard Clarke, the counterterrorism chief for the Bush White House, would publicly apologize to the American people for the administration’s failure to stop the 9/11 attacks. “Your government failed you,” the former official told Congress and then proceeded to criticize the decision to go to war in Iraq as well. Similarly, after years of staunchly defending the Iraq War, Senator John McCain would, in 2018, finally term it “a mistake, a very serious one,” adding, “I have to accept my share of the blame for it.” A year later, a PEW poll would find that a majority of veterans regretted their service in Afghanistan and Iraq, feeling that both wars were “not worth fighting.”

Recently, some more minor players in the post-9/11 era have apologized in unique ways for the roles they played. For instance, Terry Albury, an FBI agent, would be convicted under the Espionage Act for leaking documents to the media, exposing the bureau’s policies of racial and religious profiling, as well as the staggering range of surveillance measures it conducted in the name of the war on terror. Sent to prison for four years, Albury recently completed his sentence. As Janet Reitman reported in the New York Times Magazine, feelings of guilt over the “human cost” of what he was involved in led to his act of revelation. It was, in other words, an apology in action.

As was the similar act of Daniel Hale, a former National Security Agency analyst who had worked at Bagram Air Base in Afghanistan helping to identify human targets for drone attacks. He would receive a 45-month sentence under the Espionage Act for his leaks — documents he had obtained on such strikes while working as a private contractor after his government service.

As Hale would explain, he acted out of a feeling of intense remorse. In his sentencing statement, he described watching “through a computer monitor when a sudden, terrifying flurry of Hellfire missiles came crashing down, splattering purple-colored crystal guts.” His version of an apology-in-action came from his regret that he had continued on at his post even after witnessing the horrors of those endless killings, often of civilians. “Nevertheless, in spite of my better instinct, I continued to follow orders.” Eventually, a drone attack on a woman and her two daughters led him over the brink. “How could I possibly continue to believe that I am a good person, deserving of my life and the right to pursue happiness” was the way he put it and so he leaked his apology and is now serving his time.

“We Were Wrong, Plain and Simple”

Outside of government and the national security state, there have been others who struck a chord of atonement as well. On the 20th anniversary of 9/11, for instance, Jameel Jaffer, once Deputy Legal Director of the ACLU and now head of the Knight First Amendment Institute, took “the opportunity to look inward.” With some remorse, he reflected on the choices human-rights organizations had made in campaigning against the abuse and torture of war-on-terror prisoners.

Jaffer argued that their emphasis should have been less on the degradation of American “traditions and values” and more on the costs in terms of human suffering, on the “experience of the individuals harmed.” In taking up the cases of individuals whose civil liberties had often been egregiously violated in the name of the war on terror, the ACLU revealed much about the damage to their clients. Still, the desire to have done even more clearly haunts Jaffer.  Concluding that we “substituted a debate about abstractions for a debate about prisoners’ specific experiences,” Jaffer asks, “[I]s it possible” that the chosen course of the NGOs “did something more than just bracket prisoners’ human rights — that it might have, even if only in a small way, contributed to their dehumanization as well?”

Jonathan Greenblatt, now head of the Anti-Defamation League (ADL), spoke in a similarly rueful fashion about that organization’s decision to oppose plans for a Muslim community center in lower Manhattan, near Ground Zero — a plan that became known popularly as the “Ground Zero Mosque.”  As the 20th anniversary approached, he said bluntly, “We owe the Muslim community an apology.” The intended center fell apart under intense public pressure that Greenblatt feels the ADL contributed to. “[T]hrough deep reflection and conversation with many friends within the Muslim community,” he adds, “the real lesson is a simple one: we were wrong, plain and simple.” The ADL had recommended that the center be built in a different location. Now, as Greenblatt sees it, an institution that “could have helped to heal our country as we nursed the wounds from the horror of 9/11” never came into being.

The irony here is that while a number of those Americans least responsible for the horrors of the last two decades have directly or indirectly placed a critical lens on their own actions (or lack thereof), the figures truly responsible said not an apologetic word. Instead, there was what Jaffer has called an utter lack of “critical self-reflection” among those who launched, oversaw, commanded, or supported America’s forever wars.

Just ask yourself: When have any of the public officials who ensured the excesses of the war on terror reflected publicly on their mistakes or expressed the least sense of regret about them (no less offering actual apologies for them)? Where are the generals whose reflections could help forestall future failed attempts at “nation-building” in countries like Afghanistan, Iraq, Libya, or Somalia? Where are the military contractors whose remorse led them to forsake profits for humanity?  Where are any voices of reflection or apology from the military-industrial complex including from the CEOs of the giant weapons makers who raked in fortunes off those two decades of war? Have any of them joined the small chorus of voices reflecting on the wrongs that we’ve done to ourselves as a nation and to others globally? Not on the recent 9/11 anniversary, that’s for sure.

Looking Over Your Shoulder or Into Your Heart?

What we still normally continue to hear instead is little short of a full-throated defense of their actions in overseeing those disastrous wars and other conflicts. To this day, for instance, former Afghan and Iraq War commander David Petraeus speaks of this country’s “enormous accomplishments” in Afghanistan and continues to double down on the notion of nation-building. He still insists that, globally speaking, Washington “generally has to lead” due to its “enormous preponderance of military capabilities,” including its skill in “advising, assisting, and enabling host nations’ forces with the armada of drones we now have, and an unequal[ed] ability to fuse intelligence.”

Similarly, Lieutenant General H.R. McMaster, national security advisor to Donald Trump, had a virtual melt down on MSNBC days before the anniversary, railing against what he considered President Biden’s mistaken decision to actually withdraw all American forces from Afghanistan. “After we left Iraq,” he complained, “al-Qaeda morphed into ISIS, and we had to return.” But it didn’t seem to cross his mind to question the initial ill-advised and falsely justified decision to invade and occupy that country in the first place.

And none of this is atypical. We have repeatedly seen those who created the disastrous post-9/11 policies defend them no matter what the facts tell us. As a lawyer in the Department of Justice’s Office of Legal Counsel, John Yoo, who wrote the infamous memos authorizing the torture of war-on-terror detainees under interrogation, followed up the 2011 killing of Osama bin Laden in Pakistan with a call for President Obama to “restart the interrogation program that helped lead us to bin Laden.” As the Senate Torture Report on Interrogation would conclude several years later, the use of such brutal techniques of torture did not in fact lead the U.S. to bin Laden. On the contrary, as NPR has summed it up, “The Senate Intelligence Committee came to the conclusion that those claims are overblown or downright lies.”

Among the unrepentant, of course, is George W. Bush, the man in the White House on 9/11 and the president who oversaw the invasions of Afghanistan and Iraq, as well as the securitization of key American institutions and policies. Bush proved defiant on the 20th anniversary. The optics told it all. Speaking to a crowd at Shanksville, Pennsylvania, where that hijacked plane with 40 passengers and four terrorists crashed on 9/11, the former president was flanked by former Vice President Dick Cheney. His Machiavellian oversight of the worst excesses of the war on terror had, in fact, led directly to era-defining abrogations of laws and norms. But no apologies were forthcoming.

Instead, in his speech that day, Bush highlighted in a purely positive fashion the very policies his partnership with Cheney had spawned. “The security measures incorporated into our lives are both sources of comfort and reminders of our vulnerability,” he said, giving a quiet nod of approval to policies that, if they were “comforting” in his estimation, also defied the rule of law, constitutional protections, and previously sacrosanct norms limiting presidential power.

Over the course of these 20 years, this country has had to face the hard lesson that accountability for the mistakes, miscalculations, and lawless policies of the war on terror has proven not just elusive, but inconceivable. Typically, for instance, the Senate Torture Report, which documented in 6,000 mostly still-classified pages the brutal treatment of detainees at CIA black sites, did not lead to any officials involved being held accountable. Nor has there been any accountability for going to war based upon that lie about Iraq’s supposed weapons of mass destruction.

Instead, for the most part, Washington has decided all these years later to continue in the direction outlined by President Obama during the week leading up to his 2009 inauguration. “I don’t believe that anybody is above the law,” he said.  “On the other hand, I also have a belief that we need to look forward as opposed to looking backwards… I don’t want [CIA personnel and others to] suddenly feel like they’ve got to spend all their time looking over their shoulders and lawyering.”

Looking over their shoulders is one thing, looking into their own hearts quite another.

The recent deaths of former Secretary of Defense Donald Rumsfeld, who, among other horrors, supervised the building of Guantanamo and the use of brutal interrogation techniques there and elsewhere and of former CIA General Counsel John Rizzo, who accepted the reasoning of Department of Justice lawyers when it came to authorizing torture for his agency, should remind us of one thing: America’s leaders, civilian and military, are unlikely to rethink their actions that were so very wrong in the war on terror. Apologies are seemingly out of the question.

So, we should be thankful for the few figures who courageously breached the divide between self-righteous defensiveness when it came to the erosion of once-hallowed laws and norms and the kind of healing that the passage of time and the opportunity to reflect can yield. Perhaps history, through the stories left behind, will prove more competent when it comes to acknowledging wrongdoing as the best way of looking forward.

Wait, stop. I know it’s almost October, but I’m not done with 9/11. I know we just had the 20th anniversary, promised for a day to never forget whatever, and then an old-looking Bruce Springsteen rose to sing about everyone dying around him (read the room, Bruce.) Missing was a hard look at what happened over the last 20 years. Before we move on, can we address that? Because after the symbolic Big 2-0, and with Afghanistan sputtering out of our consciousness, this might be the last 9/11 article.

Part of the reason for the lack of introspection is the MSM went back to the same people who screwed everything up for “takes” two decades later. It’s kind of like inviting students to grade themselves. It was familiar, like the parade of generals following the Vietnam war who blamed the politicians and vice-versa. I’d like a browser widget that blocks 9/11 commentary from any of the people who were wrong about WMDs, Iraq, Afghanistan, Libya, Syria, Yemen, and the like. The last thing anyone’s life needs right now is to hear David Petraeus’ or Condi Rice’s take on anything.

Yet as if to create the anti-widget of my dreams, the Washington Post created a review of the sprawling literature to emerge from 9/11 over the past two decades — what they generously called works of investigation, memoir, and narrative by journalists and former officials. The books included were written by people taking post-mortem credit for issuing warnings they themselves never acted on, agencies blaming other agencies as if all that happened was the FBI lost a pickup softball game to the CIA, and of course journalists who helped sell the whole WMD line profiting off their mini-embeds to write a new “classic” war book about What It’s Really Like Out There, Man.

WaPo left my Iraq book off the list, an accidental omission I’m sure. I joke but I don’t. I wrote ten years ago, as it was happening, how nation building was going to fail in Iraq. It would have made good reading a decade ago for anyone headed into the same situation in Afghanistan. So while WaPo’s article does a good job with the “celebrity” books of the era, it ignores the people who saw through it all at nearly every step. I guess many of them did not write books, or at least not “Washington Post” books. So the list includes Petraeus’ U.S. Army/Marine Corps Counterinsurgency Field Manual, the Bible behind the Surge which outlined how nation building was gonna work (update: he was wrong.) But nothing from the weapons inspectors who told the world quite clearly Saddam had no WMDs and the whole premise of the Iraq War was a lie. Nothing explaining how the Afghan War was reinvented to cover-up not finding bin Laden. Nothing about drone killing American citizens, bombing wedding parties, torture, collateral damage, or any of the things that actually caused us to lose multiple wars of terror. Ironically, the last official drone strike of the war killed innocent civilians the Pentagon pretended were terrorists.

I’ve read almost all the books on WaPo’s list. They would make for a decent but obviously incomplete undergrad survey class syllabus, something like “Opportunities and Losses: America in the Middle East post-9/11,” lots of facts amassed without the necessary critical thinking applied. So here’s what’s missing, the conclusions we do not want to see in black and white 20 years later. Think of what follows as a B+ final exam submission for that imaginary survey class.

— Nobody trusts the government about anything. Partisans support their guy but with a wry “Hey, they all lie.” Any rebuilding of trust post-Watergate died with the WMDs, etc. and is unlikely to be restored in our age of social media/manipulation.

— They didn’t make mistakes. They lied. They lied about how 9/11 happened, they lied about WMDs, they lied about intentions, they lied about goals, they lied about Pakistan’s role, they lied about the strength of the puppet governments in Baghdad and Kabul, they lied about the vitality of ISIS, al Qaeda, and the Taliban, they lied about our progress, they lied about it all. They lied to make Pat Tilman’s death seem like Captain Miller’s. No one was ever punished.

— On a simple material level, my God what did we waste in lives and money in all the wars, Iraq, Afghanistan, Libya, Syria, Yemen, and the havoc of refugees let loose? And yet we demand the point of 9/11 be our victimization alone. We even appropriated the term Ground Zero, which once referred universally to Hiroshima.

— American foreign policy credibility and our post-WWII imperialist strategy has finally been shown to be a farce. A lesson that should have been clear post-Vietnam needed to be relearned. That means we the public are stupid and gullible. We the nation are still a big, mean dog, but our ability to influence events around the world is limited to barking and biting and only works when barking and biting is the solution. When anything beyond threats is needed, say when dealing with peers, near-peers or non-allied countries with shared interests, we have few if any tools. That’s why we have no idea whatsoever how to work with Iran or China, and why our strategy with North Korea is hope fat boy slim dies before he (likely accidentally, think Chernobyl) blows up half of Asia.

— They don’t hate our freedoms. They don’t want to be like us. We based policy on finding a handful of Afghan women who wanted to wear mini-skirts when the bulk of them simply wanted to be left alone. The lesson was always obvious; they didn’t want to be British, either.

— Americans pretend our little journey to the dark side of torture was over years ago, our bad! but lots of others remember and Gitmo is still open. We will never unstain our reputation globally. Like that one-time little sexy business trip affair, it just becomes a thing polite people don’t talk about.

— We emerged from 9/11 a “paranoid, xenophobic and martial society.” We’ve let the easy certainty of “you’re either with us or against us” morph into students being taught not to think but “being trained to mimic the moral certainty of ideologues.”

— America became a massive surveillance state. The government (and many large corporations) monitor your communications and interactions. You cannot opt out. We willingly purchase electronics to aid the government in monitoring us. Here’s one in pink!

— We willingly gave up our privacy out of fear. That fear now exists in the body politic to be summoned like a demon and manipulated by whomever wishes it for whatever purpose, say to imagine Trump is a Russian spy, or your neighbors as Nazis because they oppose what you support, or Covid survival demands further loss of freedom.

— The media, which served in times past as a counterpoint, instead fully adopted the role of promoting Bush’s wars and WMDs, Trump the spy, etc. They allowed Obama to wave away questions about torture, drone assassinations, and new wars because he was their chosen one. No one sees the media as anything but partisans now, albeit our partisans and their partisans depending on which channel is on. The result is we are ever more uninformed and simultaneously more opinionated. What part of a doctor’s day is spent dealing with knuckleheads who value their degree from the University of Google more than what he has learned in a lifetime of practice?

There, that’s it. I predict the 9/11 commemorations will become lower and lower key in the years to come, much like America lost interest in the space program in the later years and rocket launches were no longer even televised. But each year the anniversary rolls around and we’re admonished to never forget, remember how much we already seem to have very purposely forgotten.

The costs and consequences of America’s twenty-first-century wars have by now been well-documented — a staggering $8 trillion in expenditures and more than 380,000 civilian deaths, as calculated by Brown University’s Costs of War project. The question of who has benefited most from such an orgy of military spending has, unfortunately, received far less attention.

Corporations large and small have left the financial feast of that post-9/11 surge in military spending with genuinely staggering sums in hand. After all, Pentagon spending has totaled an almost unimaginable $14 trillion-plus since the start of the Afghan War in 2001, up to one-half of which (catch a breath here) went directly to defense contractors.

“The Purse is Now Open”: The Post-9/11 Flood of Military Contracts

The political climate created by the Global War on Terror, or GWOT, as Bush administration officials quickly dubbed it, set the stage for humongous increases in the Pentagon budget. In the first year after the 9/11 attacks and the invasion of Afghanistan, defense spending rose by more than 10% and that was just the beginning. It would, in fact, increase annually for the next decade, which was unprecedented in American history. The Pentagon budget peaked in 2010 at the highest level since World War II — over $800 billion, substantially more than the country spent on its forces at the height of the Korean or Vietnam Wars or during President Ronald Reagan’s vaunted military buildup of the 1980s.

And in the new political climate sparked by the reaction to the 9/11 attacks, those increases reached well beyond expenditures specifically tied to fighting the wars in Iraq and Afghanistan. As Harry Stonecipher, then vice president of Boeing, told the Wall Street Journal in an October 2001 interview, “The purse is now open… [A]ny member of Congress who doesn’t vote for the funds we need to defend this country will be looking for a new job after next November.”

Stonecipher’s prophesy of rapidly rising Pentagon budgets proved correct. And it’s never ended. The Biden administration is anything but an exception. Its latest proposal for spending on the Pentagon and related defense work like nuclear warhead development at the Department of Energy topped $753 billion for FY2022. And not to be outdone, the House and Senate Armed Services Committees have already voted to add roughly $24 billion to that staggering sum.

Who Benefitted?

The benefits of the post-9/11 surge in Pentagon spending have been distributed in a highly concentrated fashion. More than one-third of all contracts now go to just five major weapons companies — Lockheed Martin, Boeing, General Dynamics, Raytheon, and Northrop Grumman. Those five received more than $166 billion in such contracts in fiscal year 2020 alone. To put such a figure in perspective, the $75 billion in Pentagon contracts awarded to Lockheed Martin that year was significantly more than one and one-half times the entire 2020 budget for the State Department and the Agency for International Development, which together totaled $44 billion.

While it’s true that the biggest financial beneficiaries of the post-9/11 military spending surge were those five weapons contractors, they were anything but the only ones to cash in. Companies benefiting from the buildup of the past 20 years also included logistics and construction firms like Kellogg, Brown & Root (KBR) and Bechtel, as well as armed private security contractors like Blackwater and Dyncorp. The Congressional Research Service estimates that in FY2020 the spending for contractors of all kinds had grown to $420 billion, or well over half of the total Pentagon budget. Companies in all three categories noted above took advantage of “wartime” conditions — in which both speed of delivery and less rigorous oversight came to be considered the norms — to overcharge the government or even engage in outright fraud.

The best-known reconstruction and logistics contractor in Iraq and Afghanistan was Halliburton, through its KBR subsidiary. At the start of both the wars in Afghanistan and Iraq, Halliburton was the recipient of the Pentagon’s Logistics Civil Augmentation Program contracts. Those open-ended arrangements involved coordinating support functions for troops in the field, including setting up military bases, maintaining equipment, and providing food and laundry services. By 2008, the company had received more than $30 billion for such work.

Halliburton’s role would prove controversial indeed, reeking as it did of self-dealing and blatant corruption. The notion of privatizing military-support services was first initiated in the early 1990s by Dick Cheney when he was secretary of defense in the George H.W. Bush administration and Halliburton got the contract to figure out how to do it. I suspect you won’t be surprised to learn that Cheney then went on to serve as the CEO of Halliburton until he became vice president under George W. Bush in 2001. His journey was a (if not the) classic case of that revolving door between the Pentagon and the defense industry, now used by so many government officials and generals or admirals, with all the obvious conflicts-of-interest it entails.

Once it secured its billions for work in Iraq, Halliburton proceeded to vastly overcharge the Pentagon for basic services, even while doing shoddy work that put U.S. troops at risk — and it would prove to be anything but alone in such activities.

Starting in 2004, a year into the Iraq War, the Special Inspector General for Iraq Reconstruction, a congressionally mandated body designed to root out waste, fraud, and abuse, along with Congressional watchdogs like Representative Henry Waxman (D-CA), exposed scores of examples of overcharging, faulty construction, and outright theft by contractors engaged in the “rebuilding” of that country. Again, you undoubtedly won’t be surprised to find out that relatively few companies suffered significant financial or criminal consequences for what can only be described as striking war profiteering. The congressional Commission on Wartime Contracting in Iraq and Afghanistan estimated that, as of 2011, waste, fraud, and abuse in the two war zones had already totaled $31 billion to $60 billion.

A case in point was the International Oil Trading Company, which received contracts worth $2.7 billion from the Pentagon’s Defense Logistics Agency to provide fuel for U.S. operations in Iraq. An investigation by Congressman Waxman, chair of the House Government Oversight and Reform Committee, found that the firm had routinely overcharged the Pentagon for the fuel it shipped into Iraq, making more than $200 million in profits on oil sales of $1.4 billion during the period from 2004 to 2008. More than a third of those funds went to its owner, Harry Sargeant III, who also served as the finance chairman of the Florida Republican Party. Waxman summarized the situation this way: “The documents show that Mr. Sargeant’s company took advantage of U.S. taxpayers. His company had the only license to transport fuel through Jordan, so he could get away with charging exorbitant prices. I’ve never seen another situation like this.”

A particularly egregious case of shoddy work with tragic human consequences involved the electrocution of at least 18 military personnel at several bases in Iraq from 2004 on. This happened thanks to faulty electrical installations, some done by KBR and its subcontractors. An investigation by the Pentagon’s Inspector General found that commanders in the field had “failed to ensure that renovations… had been properly done, the Army did not set standards for jobs or contractors, and KBR did not ground electrical equipment it installed at the facility.”

The Afghan “reconstruction” process was similarly replete with examples of fraud, waste, and abuse. These included a U.S.-appointed economic task force that spent $43 million constructing a gas station essentially in the middle of nowhere that would never be used, another $150 million on lavish living quarters for U.S. economic advisors, and $3 million for Afghan police patrol boats that would prove similarly useless.

Perhaps most disturbingly, a congressional investigation found that a significant portion of $2 billion worth of transportation contracts issued to U.S. and Afghan firms ended up as kickbacks to warlords and police officials or as payments to the Taliban to allow large convoys of trucks to pass through areas they controlled, sometimes as much as $1,500 per truck, or up to half a million dollars for each 300-truck convoy. In 2009, Secretary of State Hillary Clinton stated that “one of the major sources of funding for the Taliban is the protection money” paid from just such transportation contracts.

A Two-Decade Explosion of Corporate Profits

A second stream of revenue for corporations tied to those wars went to private security contractors, some of which guarded U.S. facilities or critical infrastructure like Iraqi oil pipelines.

The most notorious of them was, of course, Blackwater, a number of whose employees were involved in a 2007 massacre of 17 Iraqis in Baghdad’s Nisour Square. They opened fire on civilians at a crowded intersection while guarding a U.S. Embassy convoy. The attack prompted ongoing legal and civil cases that continued into the Trump era, when several perpetrators of the massacre were pardoned by the president.

In the wake of those killings, Blackwater was rebranded several times, first as XE Services and then as Academii, before eventually merging with Triple Canopy, another private contracting firm. Blackwater founder Erik Prince then separated from the company, but he has since recruited private mercenaries on behalf of the United Arab Emirates for deployment to the civil war in Libya in violation of a United Nations arms embargo. Prince also unsuccessfully proposed to the Trump administration that he recruit a force of private contractors meant to be the backbone of the U.S. war effort in Afghanistan.

Another task taken up by private firms Titan and CACI International was the interrogation of Iraqi prisoners. Both companies had interrogators and translators on the ground at Abu Ghraib prison in Iraq, a site where such prisoners were brutally tortured.

The number of personnel deployed and the revenues received by security and reconstruction contractors grew dramatically as the wars in Iraq and Afghanistan wore on. The Congressional Research Service estimated that by March 2011 there were more contractor employees in Iraq and Afghanistan (155,000) than American uniformed military personnel (145,000). In its August 2011 final report, the Commission on Wartime Contracting in Iraq and Afghanistan put the figure even higher, stating that “contractors represent more than half of the U.S. presence in the contingency operations in Iraq and Afghanistan, at times employing more than a quarter-million people.”

While an armed contractor who had served in the Marines could earn as much as $200,000 annually in Iraq, about three-quarters of the contractor work force there was made up of people from countries like Nepal or the Philippines, or Iraqi citizens. Poorly paid, at times they received as little as $3,000 per year. A 2017 analysis by the Costs of War project documented “abysmal labor conditions” and major human rights abuses inflicted on foreign nationals working on U.S.-funded projects in Afghanistan, including false imprisonment, theft of wages, and deaths and injuries in areas of conflict.

With the U.S. military in Iraq reduced to a relatively modest number of armed “advisors” and no American forces left in Afghanistan, such contractors are now seeking foreign clients. For example, a U.S. firm — Tier 1 Group, which was founded by a former employee of Blackwater — trained four of the Saudi operatives involved in the murder of Saudi journalist and U.S. resident Jamal Khashoggi, an effort funded by the Saudi government. As the New York Times noted when it broke that story, “Such issues are likely to continue as American private military contractors increasingly look to foreign clients to shore up their business as the United States scales back overseas deployments after two decades of war.”

Add in one more factor to the two-decade “war on terror” explosion of corporate profits. Overseas arms sales also rose sharply in this era. The biggest and most controversial market for U.S. weaponry in recent years has been the Middle East, particularly sales to countries like Saudi Arabia and the United Arab Emirates, which have been involved in a devastating war in Yemen, as well as fueling conflicts elsewhere in the region.

Donald Trump made the most noise about Middle East arms sales and their benefits to the U.S. economy. However, the giant weapons-producing corporations actually sold more weaponry to Saudi Arabia, on average, during the Obama administration, including three major offers in 2010 that totaled more than $60 billion for combat aircraft, attack helicopters, armored vehicles, bombs, missiles, and guns — virtually an entire arsenal. Many of those systems were used by the Saudis in their intervention in Yemen, which has involved the killing of thousands of civilians in indiscriminate air strikes and the imposition of a blockade that has contributed substantially to the deaths of nearly a quarter of a million people to date.

Forever War Profiteering?

Reining in the excess profits of weapons contractors and preventing waste, fraud, and abuse by private firms involved in supporting U.S. military operations will ultimately require reduced spending on war and on preparations for war. So far, unfortunately, Pentagon budgets only continue to rise and yet more money flows to the big five weapons firms.

To alter this remarkably unvarying pattern, a new strategy is needed, one that increases the role of American diplomacy, while focusing on emerging and persistent non-military security challenges. “National security” needs to be redefined not in terms of a new “cold war” with China, but to forefront crucial issues like pandemics and climate change.

It’s time to put a halt to the direct and indirect foreign military interventions the United States has carried out in Afghanistan, Iraq, Syria, Somalia, Yemen, and so many other places in this century. Otherwise, we’re in for decades of more war profiteering by weapons contractors reaping massive profits with impunity.

History rarely falls between neat bookends. The Sixties didn’t end until 1975 with the fall of Saigon, for example. The New Millenium really started on September 11, 2001 and now, two decades later, is wrapping up with the 20th anniversary of the attacks on the New York awkwardly bumping into the endgame in Afghanistan.

I was working for the U.S. State Department on 9/11/01 at our embassy in Tokyo. My job was to look after the interests of private American citizens (ACS work to the informed) and the summer had been abuzz with warnings and threats of some sort of terror attack. Everyone was certain it would be aimed at us overseas, the way the 1998 Nairobi and Dar es Salaam attacks had been.

Because of the “No Double Standards” rule, despite being a fairly low-level staffer in the embassy, I was better informed than many of my colleagues. The “No Double Standards” rule grew out of the 1988 terror bombing of Pan Am 103 over Lockerbie. Because some members of the U.S. Embassy in Moscow had been tipped off to possible danger to that flight, and chose to change their plans and live, and because the public was left in the dark and were destroyed in mid-air, the rules were changed.

The new rule said if the government shares information with the official U.S. community that could also affect the safety of non-official Americans, the info has to be shared with the public. This lead to many complicated situations that summer; if the embassy wanted to tell its staff to stay off flights into the Philippines, it had to also tell the public, with all the resulting panic and media guff. A lot of the warnings and threats were therefore found not to be credible and thus not released individually even as the growing storm was hard to miss. I was a silent partner, seated in the classified space with the big boys as CYA insurance that they had considered the needs of the American public in their decisions.

Late afternoon on September 10, 2001 Tokyo time I was called to review a highly classified document detailing an imminent attack at a specific location in Japan. The acting chief of mission had already decided to release the information to employees and thus I was required to release it to the public. The warning was sent out publicly via our-then very limited FAX system. By 2021 an archived copy has been removed from the embassy website and even the Wayback Machine-Internet archive can only find a placeholder. Believe whatever you like to believe but within eight hours the first plane struck the World Trade Center in New York. The summer was over.

Sometime that autumn we learned some of the widows of those among the 25 Japanese men killed at the World Trade Center were having a difficult time obtaining death certificates from New York and making insurance claims. The bureaucracy was finally catching up on the events of that terrible September Tuesday and despite all the talk about “anything we can do to help” the issue of working with the widows became a third rail inside the embassy; nobody wanted to touch it. It ended up in my office, specifically in the hands of my local Japanese staff. It was treated as a paperwork problem, same as when more mundane widows needed some help filing for their American spouse’s Social Security benefits. We were told to help where we could, be a point of contact, an office others could refer pesky phone calls to.

I initially stayed away from it all, not as much because I had other things to do but because I had no idea what I would do. I would see them come in to our conference room, the widows, many with small kids. Then one of my local employees would disappear inside, too. Afterwards there would be a near-empty tissue box on the table, maybe some papers for me to perfunctorily sign, and a very quiet office for the rest of the day.

One afternoon I just walked in and sat down. Then again, then again on another day. It had been by this time a couple of months since the attacks, and that awful feeling all this was normal now had set in. Not all of the eligible widows came into the embassy. Some made the journey to New York, some hired lawyers, some received more help from the husband’s employer than others. They did not need to see me, they had to choose. I could pretend to be busy at my desk with paperwork. I, too, had to choose.

I listened to my local employee ask the questions, and then the routine answers while the elephant in the room whispered “We’re talking about a man burned into nothing, aren’t we?” Sometimes the widows would ask me why I was there. They meant I guess what was my job, me being an American and all, but I could not escape the broader question. So we talked. Many had never been to New York, they had in the Japanese way stayed home in Tokyo with the kids. So they asked about Brooklyn, where their husband had lived. Had I ever been to the World Trade Center? Yes, I have a favorite photo of some old school friends and me taken on the outdoor observation deck. Was that on the North Tower where my husband was killed? Yes.

Only one widow grew angry. I was the first and likely only U.S. government official she had spoken to. That line in the State Department job description about representing America abroad bit hard that day. She, demurely and ever-so-politely, hated me. She hated my country. She forced herself to repeat how much she hated everything about me in limited English, then repeated it in Japanese and demanded it be translated even as I understood every word. You, knowing none of the Japanese language, would have understood every word. After that I had to somehow finish the work day and go home to hear my own kids tell me about how hard multiplication was and appear like I was still part of the human race.

A problem developed in New York. Never before had the city had to issue thousands of death certificates so quickly without any remains, any actual proof that the person was indeed dead and not just missing. That bit of official paper was the key, however, to all sorts of insurance claims and death benefits and condolence money and the like, never mind being the one document which would explain bureaucratically how Mrs. Tanaka had become a widow and her children now fatherless. It seemed every bank, elementary school, and employer in Japan needed a copy to update their records.

The NYC Office of Chief Medical Examiner (OCME) had begun the very long process by classifying all 9/11 deaths as homicides. No death certificates would be issued for the terrorists and they would never be included in any count of the dead. DNA and other technologies were not as advanced as today so out of close to 3,000 certificates issued, DNA at the time accounted for only 645 identifications, dental records 188, fingerprints 71, and found personal effects 19. We had been asked at one point to collect dental records and then DNA samples from the widows on behalf of their husbands but this proved of little value; some sort of human remain had to have been found at the Trade Center site to make a comparison match and some 40 percent of the victims left nothing of themselves behind. They just disappeared. The initial explosions, massive compression as the Towers imploded, and the fires destroyed most completely. Those death certificates simply stated “physical injuries (body not found.)”

I have no memory of whose form it was, but one of the widows presented it to me. I was supposed to place her under oath and ask her why she believed her husband had died on September 11 given the absence of evidence — neither his body nor any evidence of it had ever been found. I had come to know this woman and her young children a bit; her claims somehow all were complicated and we had developed an odd workaday relationship. Easier to just get things done at this point I guess. So I asked her the question. How does she know her husband is dead?

She said he was only to be in New York for a few months, and she and the kids stayed behind. But he missed his children and maybe her, a brave joke for her to make to me under the circumstances, and vowed to call every evening Tokyo-time to say goodnight. Tokyo-time night was New York-time in the morning, and so he’d make the calls from his office in the South Tower after he arrived at work. He called every morning/night, sometimes chatting, sometimes in a hurry. He called early the morning of September 11 (the plane hit at 9:03 am) and said goodnight. Now my phone never rings anymore, she said, so I know he is dead. But I still do not know why.

I don’t think I saw the widow more than once or twice after that and I don’t know what happened to her. Her husband’s name is the one I visit when I am in New York at the Memorial. This year, 20 others having past, watching the results of our generational revenge war on Afghanistan and having experienced a year in the Iraqi desert myself for an equally pointless war, I still cannot answer her question. I still don’t know why and I’ve been thinking about it for almost 20 years.

The twentieth anniversary of 9/11 last Saturday has raised many of the usual issues about what actually happened on that day. Were hijacked airliners actually crashed into the twin towers of the World Trade Center and the Pentagon or was the damage in New York City attributable to explosives or even some kind of nuclear device? These are fundamental questions and the so-called “Truthers” who raise them have been inspired by their reading of the 585 page 9/11 Report, which is most charitably described as incomplete, though many would reasonably call it a government cover-up.

I have long believed that unless one actually sees or experiences something first hand the description of any event is no better than hearsay. The closest I came to “seeing” 9/11 was the panicked evacuation of a CIA office building, where I was working at the time. Another related bit of 9/11 narrative also came from two close friends who were driving into work at the Pentagon when they each independently observed what appeared to be a large plane passing over their cars and striking the building. I consider the sources credible but was it an airplane or a missile? And I was not there to see it with my own eyes, so I am reluctant to claim that my friends actually saw something that in retrospect might have been misconstrued.

Critics of the physical and engineering aspects of the accepted narrative certainly have a great deal of expert evidence that supports their case. The way the towers fell as well as the collapse of Building 7 nearby are suggestive of something other than the impact of an airliner near the top of the structure, but I am no expert in the science of the matter and have avoided expressing a view regarding it.

Apart from what happened, I have always been more intrigued by “Who done it?” I found the 9/11 Report to be conspicuously lacking in its failure to cover possible foreign involvement, to include the Saudis, Pakistanis and the Israelis. Indeed, President Joe Biden has taken steps that have resulted in the declassification and release of 16 pages of the notorious 28-page redaction of documents relating to any possible Saudi role. The document consists of interviews with Saudi student Omar al-Bayoumi, who reportedly helped support several hijackers.

The Saudis are being sued by 9/11 survivors, but it is unlikely that anything really sensitive will ever be exposed, as explained by investigative journalist Jim Bovard. Indeed, the documents released last Saturday did not demonstrate that the Saudi government itself played any direct role in 9/11, though it is clear that wealthy Saudis and even members of the Royal Family had been supporting and funding al-Qaeda. It is also known that that Saudi Embassy and Consulate employees in the U.S. had funded the alleged hijackers.

Friends who were in CIA’s Counterterrorism Center at the time of 9/11 tend to believe that the Saudis were indeed supporting their fellow citizens while in the U.S. but were likely not knowledgeable regarding any terrorist plot. They observed, however, that there was considerable evidence that Israel knew in advance about what was impending and may have even been instrumental in making sure that it succeeded.

The evidence of Israeli involvement is substantial, based on the level of the Jewish state’s espionage operations in the U.S. and also its track record on so-called covert actions simulating terrorist attacks designed to influence political decision making in foreign countries. But, of course, in reporting on the 9/11 tragedy no one in the mainstream media did pick up on the connection, inhibited no doubt by the understanding that there are some things that one just does not write about Israel if one hopes to remain employed. That is true in spite of the fact that the Israeli angle to 9/11 is without a doubt a good story, consigned to the alternative media, where it can be marginalized by critics as a conspiracy theory or the product of anti-Semitism.

In the year 2001 Israel was running a massive spying operation directed against Muslims either resident or traveling in the United States. The operation included the creation of a number of cover companies in New Jersey, Florida and also on the west coast that served as spying mechanisms for Mossad officers. The effort was supported by the Mossad Station in Washington DC and included a large number of volunteers, the so-called “art students” who traveled around the U.S. selling various products at malls and outdoor markets. The FBI was aware of the numerous Israeli students who were routinely overstaying their visas but they were regarded as a minor nuisance and were normally left to the tender mercies of the inspectors at the Bureau of Customs and Immigration.

The Israelis were also running more sophisticated intelligence operations inside the United States, many of which were focused on Washington’s military capabilities and intentions. Some specialized intelligence units concentrated on obtaining military and dual use technology. It was also known that Israeli spies had penetrated the phone systems of the U.S. government, to include those at the White House.

All of that came into focus on September 11, 2001, when a New Jersey housewife saw something from the window of her apartment building, which overlooked the World Trade Center. She watched as the buildings burned and crumbled but also noted something strange. Three young men were kneeling on the roof of a white transit van parked by the water’s edge, making a movie in which they featured themselves high fiving and laughing in front of the catastrophic scene unfolding behind them. The woman wrote down the license plate number of the van and called the police, who responded quickly and soon both the local force and the FBI began looking for the vehicle, which was subsequently seen by other witnesses in various locations along the New Jersey waterfront, its occupants “celebrating and filming.”

The license plate number revealed that the van belonged to a New Jersey registered company called Urban Moving Systems. The van was identified and pulled over. Five men between the ages of 22 and 27 years old emerged to be detained at gunpoint and handcuffed. They were all Israelis. One of them had $4,700 in cash hidden in his sock and another had two foreign passports. Bomb sniffing dogs reacted to the smell of explosives in the van.

According to the initial police report, the driver identified as Sivan Kurzberg, stated “We are Israeli. We are not your problem. Your problems are our problems. The Palestinians are the problem.” The five men were detained at the Bergen County jail in New Jersey before being transferred the FBI’s Foreign Counterintelligence Section, which handles allegations of spying.

After the arrest, the FBI obtained a warrant to search Urban Moving System’s Weehawken, NJ, offices. Papers and computers were seized. The company owner Dominick Suter, also an Israeli, answered FBI questions but when a follow-up interview was set up a few days later it was learned that he had fled the country for Israel, putting both his business and home up for sale. It was later learned that Suter has been associated with at least fourteen businesses in the United States, mostly in New Jersey and New York but also in Florida.

The five Israelis were held in Brooklyn, initially on charges relating to visa fraud. FBI interrogators questioned them for more than two months. Several were held in solitary confinement so they could not communicate with each other and two of them were given repeated polygraph exams, which they failed when claiming that they were nothing more than students working summer jobs. The two men that the FBI focused on most intensively were believed to be Mossad staff officers and the other three were volunteers helping with surveillance. Interestingly, photo evidence demonstrated that they had been seen “casing” the area where they were seen celebrating on the day before, indicating that they had prior knowledge of the attack.

The Israelis were not exactly cooperative, but the FBI concluded from documents obtained at their office in Weehawken that they had been targeting Arabs in New York and New Jersey. The FBI concluded that there was a distinct possibility that the Israelis had actually monitored the activities of at least two of the alleged 9/11 hijackers while the cover companies and intelligence personnel often intersected with locations frequented by the Saudis.

The dots were apparently never connected by investigators. Police records in New Jersey and New York where the men were held have disappeared and FBI interrogation reports are inaccessible. Media coverage of the case also died, though the five were referred to in the press as the “dancing Israelis” and by some, more disparagingly, as the “dancing Shlomos.”

Inevitably, the George W. Bush White House intervened. After 71 days in detention, the five Israelis were inexplicably released from prison, put on a plane, and deported. One should also recall that when the news of 9/11 reached Israel, Prime Minister Benjamin Netanyahu was pleased, saying that “It’s very good. Well, not very good, but it will generate immediate sympathy.” It will “strengthen the bond between our two peoples, because we’ve experienced terror over so many decades, but the United States has now experienced a massive hemorrhaging of terror.” And, of course, it was conveniently attributable to Israel’s enemies.

The possible role of Israel in 9/11 was first explored in book form in 2003 by Antiwar.com editorial director Justin Raimondo in his The Terror Enigma, a short book focusing on Israeli spying and inconsistencies in the narrative that bore the provocative subtitle “9/11 and the Israeli Connection.”

Currently, the twentieth anniversary of 9/11 has inspired some others to take another look at the possible Israeli role. Ron Unz has recently completed an exhaustive examination of the evidence. He observes that 9/11 and its aftermath have shaped “the last two decades, greatly changing the daily lives and liberties of most ordinary Americans.” He asks “What organized group would have been sufficiently powerful and daring to carry off an attack of such vast scale against the central heart of the world’s sole superpower? And how were they possibly able to orchestrate such a massively effective media and political cover-up, even enlisting the participation of the U.S. government itself?”

Ron Unz answers his question, concluding that there is “a strong, perhaps even overwhelming case that the Israeli Mossad together with its American collaborators played the central role” in the attack. His argument is based on the noted inconsistencies in the standard narrative, plus an examination of the history of Israeli false flag and mass terrorism attacks. It also includes new information gleaned from Israeli journalist Ronen Bergman’s recent book Rise and Kill First: the Secret History of Israel’s Targeted Assassinations.

To a certain extent, Unz relies on a detailed investigative article written by French journalist Laurent Guyenot in 2018 as well as on an argument made by an ex-Marine and former instructor at the U.S. Army War College Alan Sabrosky in an article where he records how “Many years ago I read a fascinating discussion of the ‘tactics of mistake.’ This essentially entailed using a target’s prejudices and preconceptions to mislead them as to the origin and intent of the attack, entrapping them in a tactical situation that later worked to the attacker’s strategic advantage. This is what unfolded in the 9/11 attacks that led us into the matrix of wars and conflicts, present (Afghanistan and Iraq), planned (Iran and Syria) and projected (Jordan and Egypt), that benefit Israel and no other country — although I concede that many private contractors and politicians are doing very well for themselves out of the death and misery of others. I am also absolutely certain as a strategic analyst that 9/11 itself, from which all else flows, was a classic Mossad-orchestrated operation. But Mossad did not do it alone. They needed local help within America (and perhaps elsewhere) and they had it, principally from some alumni of PNAC (the misnamed Project for a New American Century) and their affiliates within and outside of the U.S. Government (USG), who in the 9/11 attacks got the ‘catalytic event’ they needed and craved to take the U.S. to war on Israel’s behalf…”

Economist and author Paul Craig Roberts has also been motivated by the anniversary to review the evidence and concludes “Circumstantial evidence suggests that 9/11 was a scheme of George W. Bush regime neoconservative officials allied with vice president Dick Cheney and Israel to create a ‘new Pearl Harbor’ that would generate support on the part of the American people and Washington’s European allies for a Middle Eastern ‘war on terror’ whose real purpose was to destroy Israel’s enemies in the interest of Greater Israel… This is the most plausible explanation, but, if true, it is not one that the U.S. and Israeli governments would ever acknowledge. Consequently, we are stuck with an official explanation long championed by the presstitutes that no one believes.”

Yes, an implausible explanation that no one really believes for the greatest national security disaster in America’s twenty-first century. And Israel gets yet another pass.

Two decades after 9/11, the role of Saudi Arabia in the attack remains in dispute despite unrelenting efforts by the US and Saudi governments to neutralise it as a live political issue.

The Saudi Arabia embassy in Washington this week issued a statement detailing its anti-terrorist activities and ongoing hostility to Al-Qaeda. This was briskly rejected by the lawyers for the families of the 9/11 victims who said that, “what Saudi Arabia desperately does not want to discuss is the substantial and credible evidence of the complicity [in the attack] of their employees, agents and sponsored agents”.

Saudi Arabia claims that the 9/11 Commission Report, the official American inquiry published in 2003, cleared it of responsibility for the attacks. In fact, it found no evidence that the Saudi government as an institution or senior Saudi officials as individuals had funded Al-Qaeda. But this is not an exoneration since the Saudi government traditionally retains deniability by permitting Saudi sheikhs and wealthy individuals to finance radical Sunni Muslim movements abroad. A former Taliban finance minister, Agha Jan Motasim, revealed in an interview with the New York Times in 2016 that he went to Saudi Arabia several times a year to raise funds from private donors for his movement.

The evidence has always been strong that at various points the hijackers, who flew the planes into the twin towers and the Pentagon, had interacted with Saudi state employees, though how much the latter knew about the plot has never been clarified. What is impressive is the determination with which the US security services have tried to conceal or play down intelligence linking Saudi officials to 9/11, something which may be motivated by their own culpability in giving Saudis a free pass when suspicions about the hijackers were aroused prior to 9/11.

In Sarasota, Florida, the FBI at first denied having any documents relating to the hijackers who were living there, but eventually handed over 80,000 pages that might be relevant under the Freedom of Information Act. Last week President Joe Biden decided to release other documents from the FBI’s overall investigation.

A striking feature of 9/11 is the attention which President George W Bush gave to diverting blame away from Saudi Arabia. He allowed some 144 individuals, mostly from the Saudi elite, to fly back to Saudi Arabia without being questioned by the FBI. A photograph shows Bush in cheerful conversation on the White House balcony a few days after 9/11 with the influential Saudi ambassador to Washington, Prince Bandar bin Sultan.

Senator Bob Graham, chairman of the Senate Intelligence Committee at the time, told me in an interview with The Independent in 2014 that, “there were several incidents [in which US officials] were inexplicably solicitous to Saudis”. This solicitude did not ebb over the years and it was only in 2016 that the wholly redacted 28 pages in the 9/11 Report about the financial links of some hijackers to individuals working for the Saudi government was finally made public.

I have never been a believer in direct Saudi government complicity in 9/11, because they had no motive and they usually act at one remove from events. When the Saudi state acts on its own – as with the murder and dismemberment of journalist Jamil Khashoggi by a death squad at the Saudi consulate in Istanbul in 2018 – the operation is commonly marked by shambolic incompetence.

Conspiracy theories about 9/11 divert attention away from two areas of Saudi culpability that are beyond dispute. The first is simply that 9/11 was a Saudi-led operation through and through, since Osama bin Laden, from one of the most prominent Saudi families, was the leader of Al-Qaeda and 15 out of the19 hijackers were Saudi nationals. The 9/11 attacks might have happened without Afghanistan, but not without Saudi participation.

Another kind of Saudi government culpability for 9/11 is more wide-ranging but more important because the factors behind it have not disappeared. A weakness of the outpouring of analyses of the consequences of 9/11 is that they treat the attacks as the point of departure for a series of events that ended badly, such as the “war on terror” and the invasion of Afghanistan and Iraq. This is very much a western viewpoint because what happened in New York and Washington in 2001 was not the beginning, but the midpoint in a struggle, involving both open and covert warfare, that began more than 20 years earlier and made Saudi Arabia such a central player in world politics.

This preeminent status is attributed to Saudi oil wealth and partial control over the price of oil. But more than 20 years before 9/11 two events occurred which deepened the US-Saudi alliance and made it far more important for both parties. These genuine turning points in history, both of which took place in 1979, were the overthrow of the Shah of Iran and the Soviet invasion of Afghanistan. These together generated 40 years of conflict and war which have not yet come to an end, and in which 9/11 was but one episode and the Taliban victory in Afghanistan last month another.

Saudi Arabia and the US wanted to stop communism in Afghanistan and the rise of Iran as a revolutionary Shia power. The former motive vanished with the fall of the Soviet Union in 1991 (though not the permanent crisis in Afghanistan), but the Saudi aim to build a wall of fundamentalist Sunni movements in the 50 Muslim majority states in the world did not.

Saudi policy is to bet on all players in any conflict, so it can truthfully claim to be backing the Afghan government and fighting terrorism, though it is also indirectly funding a resurgent Taliban. The US was not blind to this, but only occasionally admitted so in public. Six years after 9/11, in 2007, Stuart Levy, the under secretary of the US Treasury in charge of putting a stop to the financing of terrorism, told ABC news that regarding Al-Qaeda, “if I could somehow snap my fingers and cut off funding from one country, it would be Saudi Arabia”. He added that not a single person identified by the US and the UN as a funder of terrorism had been prosecuted by the Saudis.

After a Russian commercial airliner was downed over Egypt’s Sinai last October [2015], Western media reported that the Islamic State bombing was retaliation against Russian airstrikes in Syria. The killing of 224 people, mostly Russian tourists on holiday, was matter-of-factly treated as an act of war by a fanatical group without an air force resorting to terrorism as a way to strike back.

Yet, Western militaries have killed infinitely more innocent civilians in the Middle East than Russia has. Then why won’t Western officials and media cite retaliation for that Western violence as a cause of terrorist attacks on New York, Paris and Brussels?

Instead, there’s a fierce determination not to make the same kinds of linkages that the press made so easily when it was Russia on the receiving end of terror. [See Consortium News’s “Obama Ignores Russian Terror Victims.”]

For example, throughout four hours of Sky News’ coverage of the July 7, 2005 attacks in London, only the briefest mention was made about a possible motive for that horrific assault on three Underground trains and a bus, killing 52 people. But the attacks came just two years after Britain’s participation in the murderous invasion of Iraq.

Prime Minister Tony Blair, one of the Iraq War’s architects, condemned the loss of innocent life in London and linked the attacks to a G-8 summit he’d opened that morning. A TV host then read and belittled a 10-second claim of responsibility from a self-proclaimed Al Qaeda affiliate in Germany saying that the Iraq invasion was to blame. There was no more discussion about it.

To explain why these attacks happen is not to condone or justify terrorist outrages against innocent civilians. It is simply a responsibility of journalism, especially when the “why” is no mystery. It was fully explained by Mohammad Sidique Khan, one of the four London suicide bombers. Though speaking for only a tiny fraction of Muslims, he said in a videotaped recording before the attack:

“Your democratically-elected governments continuously perpetuate atrocities against my people all over the world. And your support of them makes you directly responsible, just as I am directly responsible for protecting and avenging my Muslim brothers and sisters. Until we feel security you will be our targets and until you stop the bombing, gassing, imprisonment and torture of my people we will not stop this fight. We are at war and I am a soldier. Now you too will taste the reality of this situation.”

The Islamic State published the following reason for carrying out last November’s [2015] Paris attacks:

“Let France and all nations following its path know that they will continue to be at the top of the target list for the Islamic State and that the scent of death will not leave their nostrils as long as they partake part in the crusader campaign … and boast about their war against Islam in France, and their strikes against Muslims in the lands of the Caliphate with their jets.”

Claiming It’s a State of Mind

Ignoring such clear statements of intent, we are instead served bromides by the likes of State Department spokesman Mark Toner about the Brussels bombings, saying it is impossible “to get into the minds of those who carry out these attacks.”

Mind reading isn’t required, however. The Islamic State explicitly told us in a press statement why it did the Brussels attacks: “We promise black days for all crusader nations allied in their war against the Islamic State, in response to their aggressions against it.”

Yet, still struggling to explain why it happened, Toner said, “I think it reflects more of an effort to inflict on who they see as Western or Westerners … fear that they can carry out these kinds of attacks and to attempt to lash out.”

Toner ascribed the motive to a state of mind: “I don’t know if this is about establishing a caliphate beyond the territorial gains that they’ve tried to make in Iraq and Syria, but it’s another aspect of Daesh’s kind of warped ideology that they’re carrying out these attacks on Europe and elsewhere if they can. … Whether it’s the hopes or the dreams or the aspirations of a certain people never justifies violence.”

After 9/11, President George W. Bush infamously said the U.S. was attacked because “they hate our freedoms.” It’s a perfect example of a Western view that ascribes motives to Easterners without allowing them to speak for themselves or taking them seriously when they do.

Explaining his motive behind 9/11, Osama bin Laden, in his Letter to America, expressed anger about U.S. troops stationed on Saudi soil. Bin Laden asked: “Why are we fighting and opposing you? The answer is very simple: Because you attacked us and continue to attack us.” (Today the U.S. has dozens of bases in seven countries in the region.)

During a Republican presidential debate in 2008 Rudy Giuliani, who was New York mayor on 9/11, became incensed and demanded Ron Paul withdraw his remark that the U.S. was attacked because of U.S. violent interventions in Muslim countries.

“Have you ever read about the reasons they attacked us?” Paul said. “They attacked us because we have been over there. We’ve been bombing Iraq for ten years. I’m suggesting we listen to the people who attacked us and the reason they did it.”

“That’s an extraordinary statement,” responded Giuliani. “As someone who lived through the attack of Sept. 11, that we invited the attack, because we were attacking Iraq. I don’t think I’ve ever heard that before. And I’ve heard some pretty absurd explanations for Sept. 11.”

The audience had never heard it either, as they heartily cheered Giuliani.

“And I would ask the Congressman to withdraw that comment and tell us that he didn’t really mean that,” Giuliani said.

“I believe very sincerely when the CIA teach and speak about blowback,” Paul responded. “If we think that we can do what we want around the world and not incite hatred, then we have a problem. They don’t come here to attack us because we are rich and we are free. They attack us because we are over there.”

So why won’t Western officials and corporate media take the jihadists’ statements of intent at face value? Why won’t they really tell us why we are attacked?

It seems to be an effort to cover up a long and ever more intense history of Western military and political intervention in the Middle East and the violent reactions it provokes, reactions that put innocent Western lives at risk. Indirect Western culpability in these terrorist acts is routinely suppressed, let alone evidence of direct Western involvement with terrorism.

Some government officials and journalists might delude themselves into believing that Western intervention in the Middle East is an attempt to protect civilians and spread democracy to the region, instead of bringing chaos and death to further the West’s strategic and economic aims. Other officials must know better.

1920-1950: A Century of Intervention Begins

A few might know the mostly hidden history of duplicitous and often reckless Western actions in the Middle East. It is hidden only to most Westerners, however. So it is worth looking in considerable detail at this appalling record of interference in the lives of millions of Muslims and peoples of other faiths to appreciate the full weight it exerts on the region. It can help explain anti-Western anger that spurs a few radicals to commit atrocities in the West.

French diplomat Francois George-Picot and British colonial officer Mark Sykes drew lines across a Middle East map of the Ottoman Empire after World War I, carving out states with boundaries that are nearly the same today.

What has followed for 100 years has been continuous efforts by Britain and France, superseded by the United States after the Second World War, to manage Western dominance over a rebellious region.The history is an unbroken string of interventions from the end of the First World War until today. It began after the war when Britain and France double-crossed the Arabs on promised independence for aiding them in victory over the Ottoman Empire. The secret 1916 Sykes-Picot accord divided the region between the European powers behind the Arabs’ backs. London and Paris created artificial nations from Ottoman provinces to be controlled by their installed kings and rulers with direct intervention when necessary.

The new Soviet government revealed the Sykes-Picot terms in November 1917 in Izvestia. When the war was over, the Arabs revolted against British and French duplicity. London and Paris then ruthlessly crushed the uprisings for independence.

France defeated a proclaimed Syrian government in a single day, July 24, 1920, at the Battle of Maysalun. Five years later there was a second Syrian revolt, replete with assassinations and sabotage, which took two years to suppress. If you walk through the souk in Old Damascus and look up at the corrugated iron roof you see tiny specks of daylight peeking through. Those are bullet holes from French war planes that massacred civilians below.

Britain put down a series of independence revolts in Iraq between 1920 and 1922, first with 100,000 British and Indian troops and then mostly with the first use of air power in counterinsurgency. Thousands of Arabs were killed. Britain also helped its installed King Abdullah put down rebellions in Jordan in 1921 and 1923.

London then faced an Arab revolt in Palestine lasting from 1936 to 1939, which it brutally crushed, killing about 4,000 Arabs. The next decade, Israeli terrorists drove the British out of Palestine in 1947, one of the rare instances when terrorists attained their political goals.

Germany and Italy, late to the Empire game, were next to invade North Africa and the Middle East at the start of the Second World War. They were driven out by British imperial forces (largely Indian) with U.S. help. Britain invaded and defeated nominally independent Iraq, which had sided with the Axis. With the Soviet Union, Britain also invaded and occupied Iran.

After the war, the U.S. assumed regional dominance under the guise of fending off Soviet regional influence. Just three years after Syrian independence from France, the two-year old Central Intelligence Agency engineered a Syrian coup in 1949 against a democratic, secular government. Why? Because it had balked at approving a Saudi pipeline plan that the U.S. favored. Washington installed Husni al-Za’im, a military dictator, who approved the plan.

1950s: Syria Then and Now

Before the major invasion and air wars in Iraq and Libya of the past 15 years, the 1950s was the era of America’s most frequent, and mostly covert, involvement in the Middle East. The first coup of the Central Intelligence Agency was in Syria in March 1949. The Eisenhower administration then wanted to contain both Soviet influence and Arab nationalism, which revived the quest for an independent Arab nation. After a series of coups and counter-coups, Syria returned to democracy in 1955, leaning towards the Soviets.

A 1957 Eisenhower administration coup attempt in Syria, in which Jordan and Iraq were to invade the country after manufacturing a pretext, went horribly wrong, provoking a crisis that spun out of Washington’s control and brought the U.S. and Soviets to the brink of war.

Turkey put 50,000 troops on the Syrian border, threatening to invade. Soviet premier Nikita Khrushchev threatened Turkey with an implied nuclear attack and the U.S. got Ankara to back off. This sounds eerily familiar to what happened last month when Turkey again threatened to invade Syria and the U.S. put on the brakes. The main difference is that Saudi Arabia in 1957 was opposed to the invasion of Syria, while it was ready to join it last month. [See Consortiumnews.com’s “Risking Nuclear War for Al Qaeda?“]

In the 1950s, the U.S. also began its association with Islamic religious extremism to counter Soviet influence and contain secular Arab nationalism. “We should do everything possible to stress the ‘holy war’ aspect,” President Eisenhower told his Secretary of State John Foster Dulles. After the Cold War, religious extremists, some still tied to the West, became themselves the excuse for U.S. intervention.

Despite U.S. regional ascendance in the 1950s, Britain and France weren’t through. In 1953, an MI6-CIA coup in Iran replaced a democracy with a restored monarchy when Mohammed Mossadegh, the elected prime minister, was overthrown after seeking to nationalize British-controlled Iranian oil. Britain had discovered oil in Iran in 1908, spurring deeper interest in the region.

Three years later Britain and France combined with Israel to attack Egypt in 1956 when President Gamal Abdel Nasser, who had taken over from the ousted British-backed King Farouk, moved to nationalize the Suez Canal. The U.S. stopped that operation, too, denying Britain emergency oil supplies and access to the International Monetary Fund if the Brits didn’t back down.

Suez represented the final shift in external power in the Middle East from the U.K. to the U.S. But Washington couldn’t (or wouldn’t) stop Britain from trying and failing to assassinate Nasser, who had sparked the Arab nationalist movement.

In 1958, the U.S. landed 14,000 Marines in Lebanon to prop up President Camille Chamoun after a civil conflict broke out against Chamoun’s intention to change the constitution and run for reelection. The rebellion was minimally supported by the United Arab Republic, the 1958-61 union between Egypt and Syria. It was the first U.S. invasion of an Arab country, excluding the U.S.’s World War II intervention in North Africa.

1960 to 2003: Interventions Post Colonial

The 1954-1962 Algerian rebellion against French colonialism, which Paris brutally tried to suppress, included Algerian acts of terrorism. Exhibiting the same cluelessness displayed by State Department spokesman Toner, the French attitude towards the uprising was expressed by an exasperated French officer in film The Battle of Algiers when he exclaimed, “What do you people want?”

From the 1960s to the 1980s, U.S. intervention in the region was mostly restricted to military support for Israel in the 1967 and 1973 Arab-Israeli wars. From an Arab perspective that  represented a major U.S. commitment to protect Israeli colonialism.

The Soviet Union also intervened directly in the 1967-70 War of Attrition between Egypt and Israel when Nasser went to Moscow to say he’d resign and have a pro-Western leader take over if the Russians didn’t come to his aid. In backing Nasser, the Soviets lost 58 men.

The Soviets were also involved in the region to varying degrees and times throughout the Cold War, giving aid to Palestinians, Nasser’s Egypt, Syria, Saddam’s Iraq and Muammar Gaddafi’s Libya — all countries and leaders charting an independent course from the West.

During the 1970 Black September conflict between Jordan and Palestinian guerrillas, the U.S. had Marines poised to embark in Haifa and ready to secure Amman airport when Jordan repelled a Syrian invasion in support of the Palestinians.

In the 1980s the U.S. backed Saddam Hussein in his brutal, eight-year war with Iran, supplying him with arms, intelligence and chemical weapons, which he did not hesitate to use against Iranians and Kurds. President Ronald Reagan also bombed Libya in 1986 after accusing it without conclusive evidence of a Berlin bombing ten days earlier that killed a U.S. soldier.

The U.S. returned more directly to the region with a vengeance in the 1991 Gulf War, burying alive surrendering Iraqi troops with bulldozers; shooting thousands of soldiers in the back as they retreated on the Highway of Death, and calling for uprisings in the Shia south and Kurdish north and then leaving them to Saddam’s revenge.

Iraq never recovered fully from the devastation, being crushed for 12 years under U.N. and U.S. sanctions that then U.N. Ambassador Madeleine Albright admitted contributed to the deaths of half a million Iraqi children. But she said it was “worth it.”

Iraq’s sanctions only ended after the 2003 full-scale U.S. and British invasion of the sovereign Arab nation, an assault justified by bogus claims about Iraq hiding stockpiles of WMD that could be shared with Al Qaeda. The invasion killed hundreds of thousands of people and left Iraq devastated. The invasion also unleashed a civil war and gave rise to the terrorist group, the Islamic State in Iraq, which later merged with terrorists in Syria to become ISIS.

Throughout this century of intervention, Britain, France and the U.S. managed the region through strong alliances with dictators or monarchs who had no regard for democratic rights. But when those autocrats became expendable, such as Saddam Hussein had, they are disposed of.

The Biggest Invasion Yet

While most Americans may be unaware of this long history of accumulated humiliation of Muslims, Christians and other religious minorities in the region — and the resulting hatred of the West — they can’t ignore the Iraq invasion, the largest by the West in the region, excluding World War II. Nor is the public unaware of the 2011 intervention in Libya, and the chaos that has resulted. And yet no link is made between these disasters and terror attacks on the West.

The secular strongmen of Iraq, Libya and Syria were targeted because they dared to be independent of Western hegemony — not because of their awful human rights records. The proof is that Saudi Arabia’s and Israel’s human rights records also are appalling, but the U.S. still staunchly stands by these “allies.”

During the so-called Arab Spring, when Bahrainis demanded democracy in that island kingdom, the U.S. mostly looked the other way as they were crushed by a combined force of the nation’s monarchy and Saudi troops. Washington also clung to Egyptian strongman Hosni Mubarak until the bitter end.

However, under the pretext of protecting the Libyan population, the U.S. and NATO implemented a bloody “regime change” in Libya leading to anarchy, another failed state and the creation of one more ISIS enclave. For the past five years, the West and its Gulf allies have fueled the civil war in Syria, contributing to another humanitarian disaster.

The West’s motive for all this meddling is often pinned on oil. But obedience is a strong factor. Hans Morgenthau wrote in Politics Among Nations (1968), that the urge of empires to expand “will not be satisfied so long as there remains anywhere a possible object of domination – a politically organized group of men which by its very independence challenges the conqueror’s lust for power.”

Tariq Ali, in his 2003 book Bush in Babylon, writes about Gnaeus Julius Agricola, the Roman general responsible for much of the conquest of Britain in the First Century: “On one of his visits to the outer reaches of [Britain], Agricola looked in the direction of Ireland and asked a colleague why it remained unoccupied. Because, came the reply, it consisted of uncultivable bog lands and was inhabited by very primitive tribes. What could it possibly have to offer the great Empire? The unfortunate man was sternly admonished. Economic gain isn’t all. Far more important is the example provided by an unoccupied country. It may be backward, but it is still free.”

Cloaking Motives

Little of this long history of Western manipulation, deceit and brutality in the Middle East is known to Americans because U.S. media almost never invokes it to explain Arab and Iranian attitudes towards the West.

Muslims remember this history, however. I know Arabs who are still infuriated by the Sykes-Picot backstabbing, let alone the most recent depredations. Indeed fanatics like the Islamic State are still ticked off about the Crusades, a much earlier round of Western intervention. In some ways it’s surprising, and welcomed, that only the tiniest fraction of Muslims has turned to terrorism.

Nevertheless, Islamophobes like Donald Trump want to keep all Muslims out of the U.S. until he figures out “what the hell is going on.” He says Muslims have a “deep hatred” of Americans. But he won’t figure it out because he’s ignoring the main cause of that hatred – the past century of intervention, topped by the most recent Western atrocities in Iraq and Libya.

Stripping out the political and historical motives renders terrorists as nothing more than madmen fueled by irrational hate of a benevolent West that says it only wants to help them. They hate us simply because we are Western, according to people like Toner, and not because we’ve done anything to them.

Israel and its Western enablers likewise bury the history of Israel’s ethnic cleansing and piecemeal conquest of Palestine so they can dismiss Palestinians who turn to terrorism as motivated only by hatred of Jews for being Jews.

I’ve asked several Israelis why Palestinians tend to hate them. The more educated the Israeli the more likely the answer was because of the history of how Israel was established and how it continues to rule. The less educated my respondent, the more likely I heard that they hate us simply because we are Jews.

There’s no excuse for terrorism. But there is a practical way to curb it: end the current interventions and occupations and plan no more.

The Psychology of Terror

Of course, anger at the West’s history of exploiting Muslim lands isn’t the only motivation for terrorism. There are emotional and group pressures that push some over the line to strap on bombs and blow up innocent people around them. Thankfully, it takes a very unusual type of individual to react to this ugly history with ugly acts of terror.

Money also plays a part. We’ve seen waves of defections as ISIS has recently cut fighters’ pay in half. Anger at Western-installed and propped-up local rulers who oppress their people on behalf of the West is another motive. Extremist preachers, especially Saudi Wahhabis, also share the blame as they inspire terrorism, usually against Shia.

Wading into the psychology of why someone turns to terrorism is an unenviable task. The official Western view is that Islamist extremists merely hate modernity and secularism. That might be their motive in wanting to backwardly transform their own societies by removing Western influence. But it’s not what they say when they claim responsibility for striking inside the West.

To ignore their words and dismiss their violent reaction to the long and ongoing history of Western intervention may shield Americans and Europeans from their partial responsibility for these atrocities. But it also provides cover for the continuing interventions, which in turn will surely produce more terrorism.

Rather than looking at the problem objectively – and self-critically – the West ludicrously cloaks its own violence as an effort to spread democracy (which never seems to materialize) or protect civilians (who are endangered instead). To admit any connection between the sordid historical record and anti-Western terrorism would be to admit culpability and the price that the West is paying for its dominance.

Worse still, letting terrorists be perceived as simply madmen without a cause allows the terrorist response to become justification for further military action. This is precisely what the Bush administration did after 9/11, falsely seeking to connect the attacks to the Iraqi government.

By contrast, connecting terrorism to Western intervention could spark a serious self-examination of the West’s behavior in the region leading to a possible retreat and even an end of this external dominance. But that is clearly something policymakers in Washington, London and Paris – and their subservient media – aren’t prepared to do.

“At the end of the 20th century, the United States bestrode the world like a colossus. We had no military or economic peers, and our ideological victory over the antagonists of liberal democracy seemed total. September 11 changed all this,” noted the Brookings Institute, an American think-tank.

It’s hard to disagree with this assessment even if we don’t exactly share the sense of chagrin from the loss of U.S. position. Following the dissolution of the Soviet Union and before the ascent of China as a global power, the U.S. seemed to enjoy a unique moment of unipolar dominance. But after 20 years of war in Afghanistan, which was supposed to be the primary revenge for the 9/11 attacks, the United States is seen to be a flailing, waning empire. It blew its moment.

A resurgent Russia and an ascendant China are proof of a multipolar world emerging, one where the U.S. is no longer capable of asserting its geopolitical will. That’s quite an amazing turnaround in a relatively short span of historical time.

The events on the morning of September 11, 2001, in the northeastern part of the United States, remain a source of controversy and intrigue. The official version, as told by the 9/11 Commission, is that four commercial airliners were hijacked by 19 Al Qaeda terrorists. Two flights crashed into the World Trade Center in New York; a third flight smashed into the Pentagon building in Washington DC, and a fourth jetliner was brought down in a field in rural Pennsylvania. It is thought the latter aircraft was intended to hit the White House or the Capitol but passengers onboard purportedly thwarted the hijackers’ plans. In all, nearly 3,000 people were killed in what was said to be the biggest terror attack on American soil. Up to 25,000 others were injured.

It is speculated that such a spectacular breach of U.S. national security must have involved a degree of insider assistance, either directly or indirectly through deliberate negligence to prevent the attack.

Several professional groups representing the expertise of thousands of aviation analysts, airline pilots, architects and engineers have also questioned the official narrative. In particular, it is doubted that commercial jetliners could have been flown with such precision under the physical conditions described. The footprint collapse of three towers at the World Trade Center (the third one was not even hit by a plane) also beggars belief that the buildings and their internal steel structures simply fell from the heat generated by exploding aviation fuel. There is plausible evidence from the expert analyses that the buildings were taken down by controlled demolition.

The horrific events of 9/11 provided the “Pearl Harbor” moment that a cabal of U.S. imperial planners had openly desired. The public revulsion could be tapped to project “full spectrum dominance” of American power globally. This not only entailed a license to wage military force across the globe without the bothersome legalities of the United Nations. It also gave a license to impose restrictions to civil liberties and democracy at home through various iterations of the Orwellian named Patriot Act and Homeland Security.

Less than a month after 9/11, the United States was at war in Afghanistan, ostensibly to defeat the Taliban Islamist rulers who were aligned with Al Qaeda. Washington was assisted from the outset by its trusty British accomplice. The rush to war smacked of expedience to demonstrate to the world the awesomeness of American military might or “full spectrum dominance”. It is doubtful that Washington expected to be stuck in Afghanistan for another 20 years – America’s longest war – which came to a shameful end only two weeks ago on August 30. In that two-decade period, the U.S. would embark on an orgy of military violence involving another disastrous war in Iraq and similarly destructive interventions in many other countries. At one point, during the former Obama administration, the U.S. was bombing seven Muslim nations simultaneously under the rubric of fighting a “war on terror”.

Thus, 9/11 and the war in Afghanistan bracketed a heinous era of wanton violations of international law and war crimes by Washington and its NATO allies.

But to what end, even by the official account of reasoning? Terrorism has spread to more countries than ever. This week, the U.S. Secretary of Defense Lloyd Austin warned that Afghanistan could be a hotbed for terror groups in the near future. And that prognosis is after the U.S. spent $2 trillion on its 20-year war in Afghanistan causing millions of casualties.

This weekend, the new government of Afghanistan is to be inaugurated. It comprises senior Taliban figures some of whom were ousted from power when the U.S. invaded that country in 2001. In other words, after all the mayhem and suffering inflicted by American military occupation – not just in Afghanistan but in several other countries spanning Asia, Africa, the Middle East and Europe – the story has come full circle.

President Joe Biden declared the withdrawal of U.S. military from Afghanistan as “mission completed”. Biden is delusional. Afghanistan may recover in time with regional support from China, Russia, Iran and others. But right now, the country is worse off in terms of humanitarian conditions because of U.S. imperialist vandalism. Other nations have also been ransacked and wrecked during the 20-year orgy of violence. There is no mission completed. It is a mission aborted amid mounting chaos and defeat. Besides the American imperialists want to now focus on “great-power competition” with China and Russia.

The total financial cost of the U.S.’ “war on terror” is newly estimated at over $8 trillion. The waste in resources is reflected in the decrepit state of American (and British) society where public services and infrastructure are crumbling, and inequality and poverty are at record levels.

America’s “war on terrorism” has brought the once-respected United States into international disrepute. It is seen globally as a rogue state that is duplicitous and lawless, a criminal pariah that knows no limits of its barbarity. Its pretentious mantle for claiming leadership is torn asunder. Its claims of defending democracy, rule of law, and of being an indispensable power are a travesty.

The U.S. empire seized the 9/11 moment with a view to consolidating its global power as a presumed unipolar colossus. The nefarious project ended in abysmal failure because of its innate criminality. As we survey the ruins left in the wake of 9/11, Afghanistan and other American wars over the past 20 years, perhaps the most salient casualty is U.S. ambitions of imperial power. Ultimately, despite the unspeakable human tragedies, that is a good thing.

Who should we blame for losing Afghanistan? Why blame anyone?

Did anyone expect the U.S. war in Afghanistan to end cleanly? If so, you bought the lies all along and the cold water now is hitting sharp. While the actual ending is particularly harsh and clearly spliced together from old clips of Saigon 1975, those are simply details.

Why blame Biden? He played his part as a Senator and VP keeping the war going, but his role today is just being the last guy in a long line of people to blame, a pawn in the game. That Biden is willing to be the “president who lost Afghanistan” is all the proof you need he does not intend to run again for anything. Kind of an ironic version of a young John Kerry’s take on Vietnam “how do you ask the last man to die for a mistake?” Turns out, it’s easy: call Joe.

Blame Trump for the deal? One of the saddest things about the brutal ending of the U.S.-Afghan war is we would have gotten the same deal — just leave it to the Taliban and go home — at basically any point during the last 20 years. That makes every death and every dollar a waste. Afghanistan is simply reverting, quickly, to more or less status quo 9/10/01 and everything between then and now, including lost opportunities, will have been wasted.

Blame the NeoCons? No one in Washington who supported this war was ever called out, with the possible exception of Donald Rumsfeld who, if there is a hell, now cleans truck stop toilets there. Dick Cheney walks free. The generals and diplomats who ran the war have nice think tank or university jobs, if they are not still in government making equally bad decisions. No one has been legally, financially, or professionally disadvantaged by the blood on their hands. Some of the era’s senior leaders — Blinken, Rice, Power, Nuland — are now working in better jobs for Biden. I’d like to hope they have trouble sleeping at night, but I doubt it.

George Bush is a cuddly grandpa today, not the man who drove the United States into building a global prison archipelago to torture people. Barack Obama, who kept much of that system in place and added the drone killing of American citizens to his resume, remains a Democratic rock god. Neither man nor any of his significant underlings has expressed any regret or remorse.

For example, I just listened to Ryan Crocker, our former ambassador to Iraq and Afghanistan, on CNN. Making myself listen to him was about as fun as sticking my tongue in a wood chipper. Same for former general David Petraeus and the usual gang of idiots. None of them, the ones who made the decisions, accept any blame. Instead. they seem settled on blaming Trump because, well, everything bad is Trump’s fault even if he came into all this in the middle of the movie.

In the end the only people punished were the whistleblowers.

No one in the who is to blame community seems willing to take the story back to its beginning, at least the beginning for America’s latest round in the Graveyard of Empires (talk about missing an early clue.) This is what makes Blame Trump and Blame Biden so absurd. America’s modern involvement in this war began in 1979 when Jimmy Carter, overreacting to the Soviet invasion of Afghanistan to prop up what was already a pro-Soviet puppet government, began arming and organizing Islamic warriors we now collectively know as “The Taliban.”

People who want to only see trees they can chop down and purposely want to miss the vastness of the forest ahead at this point try to sideline things by claiming there never was a single entity called “The Taliban” and the young Saudis who flocked to jihad to kill Russians technically weren’t funded by the U.S. (it was indirectly through Pakistan) or that the turning point was the 1991 Gulf War, etc. Quibbles and distractions.

If Carter’s baby steps to pay for Islamic warriors to fight the Red Army was playing with matches, Ronald Reagan poured gas, then jet fuel, on the fire. Under the Reagan administration the U.S. funded the warriors (called mujaheddin if not freedom fighters back then), armed them, invited their ilk to the White House, helped lead them, worked with the Saudis to send in even more money, and fanned the flames of jihad to ensure a steady stream of new recruits.

When we “won” it was hailed as the beginning of the real end of the Evil Empire. The U.S. defeated the mighty Red Army by sending over some covert operators to fight alongside stooge Islam warriors for whom a washing machine was high technology. Pundits saw it as a new low-cost model for executing American imperial will.

We paid little attention to events as we broke up the band and cut off the warriors post-Soviet withdrawal (soon enough some bozo at the State Department declared “the end of history.” He teaches at Stanford now) until the blowback from this all nipped us in the largely unsuccessful World Trade Center bombing of 1993, followed by the very successful World Trade Center bombing on September 11, 2001. Seems like there was still some history left to go.

How did U.S. intelligence know who the 9/11 culprits were so quickly? Several of them had been on our payroll, or received financing via proxies in Pakistan and Saudi Arabia, or were inspired by what had happened in Afghanistan, the defeat of the infidels (again; check Alexander the Great, Genghis Khan, the Mughal Empire, various Persian Empires, the Sikhs, the British, et al.)

If post-9/11 the U.S. had limited itself to a vengeful hissy fit in Afghanistan, ending with Bush’s 2003 declaration of “Mission Accomplished,” things would have been different. If the U.S. had used the assassination of Osama bin Laden, living “undiscovered” in the shadow of Pakistan’s military academy, as an excuse of sorts to call it a day in Afghanistan, things would have been different.

Instead Afghanistan became a petri dish to try out the worst NeoCon wet dream, nation-building across the Middle East. Our best and brightest would not just bomb Afghanistan into the stone age, they would then phoenix-it from the rubble as a functioning democracy. There was something for everyone: a military task to displace post-Cold War budget cuts, a pork-laden reconstruction program for contractors and diplomats, even a plan to empower Afghan women to placate the left.

Though many claim Bush pulling resources away from Afghanistan for Iraq doomed the big plans, it was never just a matter of not enough resources. Afghanistan was never a country in any modern sense to begin with, just an association of tribal entities who hated each other almost as much as they hated the west. The underpinnings of the society were a virulent strain of Islam, about as far away from any western political and social ideas as possible. Absent a few turbaned Uncle Toms, nobody in Afghanistan was asking to be freed by the United States anyway.

Pakistan, America’s “ally” in all this, was a principal funder and friend of the Taliban, always more focused on the perceived threat from India, seeing a failed state in Afghanistan as a buffer zone. Afghanistan was a narco-state with its only real export heroin. Not only did this mean the U.S. wanted to build a modern economy on a base of crime, the U.S. in different periods actually encouraged/ignored the drug trade into American cities in favor of the cash flow.

The Afghan puppet government and military the U.S. formed were uniformly corrupt, and encouraged by the endless inflow of American money to get more corrupt all the time. They had no support from the people and could care less. The Afghans in general and the Afghan military in particular did not fail to hold up their end of the fighting; they never signed up for the fight in the first place. No Afghan wanted to be the last man to die in service to American foreign policy.

There was no way to win. The “turning point” was starting the war at all. Afghanistan had to fail. There was no other path for it, other than being propped up at ever-higher costs. That was American policy for two decades: prop up things and hope something might change. It was like sending more money to a Nigerian cyber-scammer hoping to recoup your original loss.

Everything significant our government, the military, and the MSM told us about Afghanistan was a lie. They filled and refilled the bag with bullhockey and Americans bought it every time expecting candy canes. Keep that in mind when you decide who to listen to next time, because of course there will be a next time. Who has not by now realized that? We just passively watched 20 years of Vietnam all over again, including the sad ending. So really, who’s to blame?
