In mid-July, Italy’s Chamber of Deputies approved renewing funding to the Libyan coastguard, despite non-governmental organisations urging the authorities to stop financing the failed state’s human trafficking network. Only a day earlier, Amnesty International released a report detailing the trafficking and violations occurring across Libya’s detention centres. European countries have downplayed the documented atrocities against migrants in Libya, preferring to focus on keeping the statistics down.

This week, a boat capsized just off Libya’s coast, with 57 African migrants now presumed dead, among them 20 women and two children. The International Organisation for Migration in Libya (IOM) recently established that almost 6,000 migrants were intercepted and returned to Libya this year so far. Migrants known to have perished in the Mediterranean this year number 970.

International interference in Libya since 2011 and the fall of Libyan leader Muammar Gaddafi has resulted in a country in which militias compete for territory and power. Vested UN and international interests in the country have exacerbated the humanitarian ramifications.

While the deals which the EU reached with the Libyan coastguard have been deemed controversial by human rights organisations, public sentiment in Europe veers towards pushback. Migration is played as a powerful card across the political spectrum, with both governments and the public fomenting racism and xenophobia. The result is widespread oblivion about the politics which created refugees and failed states.

With governments focused on statistics, reports such as the recent one by Amnesty International exist to inform only those who are already well-informed. Hence the absence of connecting capsized boats to deliberate damage inflicted by the Libyan coastguard to the vessels, resulting in deaths away from Europe’s shores. Neither is the complicity between Libya and European states made evident in terms of the EU financing abuses and torture in Libya’s detention camps. The rift between politics and non-governmental organisations, in the case of migrants, has been reduced to accusations of trafficking, whereas political culpability, which plays a major role in terms of funding the occurring atrocities, is kept out of focus.

In one instance in July this year, the Libyan coastguard was filmed firing at migrants in Malta’s Search and Rescue (SAR) area. The Libyan coastguard also attempted to ram the boat carrying migrants several times.

Researchers have established a link between European arms sales and increased displacement of people. The link between Italy’s funding of the Libyan coastguard and the interception of migrants was also included in the report.

Testimony published in Amnesty International’s report is chilling. “Death in Libya: it’s normal. No one will look for you and no one will find you,” states one quote by a 21 year old male refugee. The oblivion extends beyond Libya. With European governments intent on keeping migrants away from Europe’s shores, the bloc, which is purportedly concerned with human rights, finds it easier to neglect its obligations. No one in Libya would look for a refugee, and no one in Europe would, either, especially since the EU is paying Libya to do its dirty work.

Amnesty International called upon the EU to ensure accountability. However, accountability from within the same paradigm of exploitation will merely create new victims. The EU cheered in 2011 when the NATO coalition intervened in Libya for regime change under the guise of bringing democracy. One bloody consequence of the decision has been the increase in human trafficking of migrants, which the EU sought to quell through militarisation and surveillance, but never through addressing its wrongs. To perceive refugees as a dissociated part of the wider narrative is a violation in itself, but who will hold the bloc politically accountable for delegating distasteful tasks to the Libyan coastguard?

Since the beginning of the coronavirus pandemic, the European Union enhanced its exclusionary politics with regard to asylum seekers. A drop in people applying for asylum was linked to the cessation of travel, as countries closed their borders and asylum seeker applications dropped by 87 percent in March and April 2020. In the few instances where asylum seekers managed to get closer to Europe, governments had a convenient weapon to wield. Covid19 had provided a much-welcomed respite for European governments who still refuse to come to terms with the fact that their colonial heritage keeps reaping undesired effects.

A recent analysis by The Guardian, based upon UN reports on migration, reveals that the EU countries’ collaboration with non-EU countries, notably Libya, resulted in the death of over 2,000 people, as the bloc pushed back 40,000 asylum seekers  through its border agency, Frontex.

This is not the first time the EU has been under scrutiny for its deals with the Libyan government over the pushback of asylum seekers. Despite many reports and video footage of Libya’s so-called detention centers, or rather, torture centers, where refugees are held captive at the mercy of the traffickers, the EU, which prides itself on human rights, has consistently violated the rights of people it wants to keep away from its shores.

Fulvio Vassallo Paleologo, a professor of asylum law from the University of Palermo, described the situation thus: “In this context, deaths at sea since the beginning of the pandemic are directly or indirectly linked to the EU approach aimed at closing all doors to Europe and the increasing externalization of migration control to countries such as Libya.’’

However, the Eu remains undeterred in its aim to keep out asylum seekers. Last month, the EU Commission announced it will be adopting a “strategy on voluntary return and reintegration”, in collaboration with Frontex, which in January 2021 was placed under investigation due to  harassment and pushback of asylum seekers, in violation of international law and with full knowledge of senior personnel.

The EU’s new strategy, which merely builds up on the illegalities it negotiated with Libya, for example, attempts to laud voluntary repatriation as a desirable option. “Our first ever strategy on voluntary return and reintegration will help returnees from both the EU and third countries to seize opportunities in their home country, contribute to the development of the community and build trust in our migration system to make it more effective,” Ylva Johansson, the EU Commissioner for Home Affairs, stated.

In the new strategy, Frontex will be allowed a role in “all stages of the voluntary return and reintegration process.” Only the strategy developed by the EU reads more like a psychosocial document that fails to address the reasons behind asylum seeking, and without a doubt eliminates the role which the EU has played in maintaining the refugee crisis.

Asylum seekers are not in need of additional bureaucracy, especially a system that works in tandem with what is already being achieved illegally. To cover any possible liability, the EU has added the principle of non-refoulment, which would prevent the repatriation of asylum seekers to countries where they would face persecution. A fine addendum, but left at the hands of entities already breaking international law when it comes to asylum seekers, this principle is likely to be ignored.

If the EU-Libya deals have taught us anything, it is the fact that the EU intends to intensify the fortress metaphor. After all, and particularly in the case of Libya, where the failed state is perfect camouflage for human rights violations despite their visibility, the fate of asylum seekers away from EU shores is not an issue to contend with. Europe may remain pristine, or so it thinks, but its colonial legacy remains an open wound.

Ten years ago this month, the Middle East and North Africa were convulsed by uprisings and subterfuges. The Arab Spring is generally thought of as a single wave of pro-democracy movements that swept the vast region. Far from it, however, the events were a mixed bag in which Western powers were not on the right side of history, as Western media would portray. Indeed, these powers played a nefarious role to ensure that the Arab Spring was kneecapped in order to cripple any progressive potential.

A look at the contemporaneous events in Bahrain, Libya and Syria shows the baleful role that the United States, Britain and other European NATO powers actually played. The Arab Spring certainly encompassed many more nations, but the specific events in those three mentioned Arab countries highlight the pernicious agenda of the Western powers which has left an ongoing legacy of misery, failure, conflict and terrorism for the entire Middle East and North Africa region.

As reported in a previous commentary, the American and British governments played an instrumental role in suppressing a popular revolution in Bahrain, which began on February 14, 2011, against a despotic but pro-Western monarchy – the Khalifa regime – which is also a surrogate for the richer and more powerful House of Saud regime in neighboring Saudi Arabia. The Saudis were given a green light by the Americans and British to invade the Persian Gulf island on March 14, 2011, to brutally put down a month-long uprising by a majority of Bahrainis who were demanding free and fair elections, human rights and independent rule of law.

The irony is that Washington and London were claiming to support these same democratic values in other Arab countries which were undergoing unrest.

On March 15, 2011, Western governments and media hailed what they called was the beginning of a “pro-democracy” uprising in Syria against the government of President Bashar al Assad. Then on March 19, the United States, Britain and other NATO powers began a military intervention in Libya said to be in the name of “protecting human rights” from the armed forces under control of the head of that state Muammar Gaddafi.

The Americans and British were compelled to move quickly to suppress the Bahraini revolt because it potentially threatened the entire chain of absolute Gulf Arab monarchies. If democracy were to emerge in Bahrain that would be destabilizing for the other oil-rich Gulf states whose authoritarian rule is vital for sustaining the global petrodollar system and Western imperial interests in the Middle East, not least of all lucrative military exports. Sacrificing Bahrain’s democratic aspirations was the price that Washington and London were all too willing to pay, without a qualm.

To this day, Bahrain’s democratic aspirations are violently repressed by the monarchy in league with Saudi rulers, as well as American and British complicity, including media silence.

When the Saudis received the green light for invading Bahrain on March 14, 2011, the quid quo pro, according to Pepe Escobar, was that American Secretary of State Hillary Clinton got assurance from the Gulf monarchies that they would ensure no objection among the 22-nation Arab League for the imminent NATO military intervention in Libya. Thus the suppression in Bahrain paved the way five days later for the NATO blitzkrieg on Libya, a relentless eight-month aerial bombing campaign that culminated in the overthrow and murder of Gaddafi on October 20.

Subsequently, Libya would precipitously descend from the foremost developed nation in Africa into a war-torn failed state riven by civil war, jihadist warlords and human trafficking which has plagued Europe to this day. It is grotesque that the Americans, British and other NATO powers justified their criminal aggression on Libya in the name of protecting human rights and promoting democracy as part of the Arab Spring events.

What’s even more reprehensible, the failed state of Libya would soon become a supply route for the CIA and British MI6 to deploy jihadist mercenaries and weaponry for the NATO and Arab sponsored regime-change operation unfolding in Syria.

On March 15, 2011, one day after the Anglo-American sponsored operation to kill the democracy movement in Bahrain, events took on a sinister development in Syria. In the southern Syrian city Daraa on the border with Jordan, rooftop snipers killed security forces and anti-government protesters. The Western media immediately hailed the beginning of a pro-democracy movement in Syria against the central Assad government in Damascus. But scarcely reported then or since was that the snipers were covertly deployed by NATO powers in what would ignite a regime-change war. That war, which lasted for nearly 10 years and continues to destabilize Syria’s northern border, was cynically and disingenuously portrayed by Western media as a pro-democracy uprising when in reality it was a covert war of aggression by NATO powers, financed by Gulf Arab regimes and involving jihadist mercenaries recruited from dozens of countries.

Libya was a key link in the CIA and MI6 operation know as Timber Sycamore which funneled terrorist fighters and weapons to Syria to propagate the secret NATO war to overthrow President Assad. That operation eventually failed largely because of the military intervention in late 2015 by Russia in support of the Syrian government. Support from Iran and Lebanon’s Hezbollah was also vital in defeating the Western powers’ regime-change plan.

The legacy from events a decade ago still reverberate to this day. Several members of the current Biden administration bear responsibility for the destruction, including the present Secretary of State Antony Blinken. Libya is a divided nation racked by economic collapse despite its vast oil wealth. Syria is war-torn with a death toll of perhaps 500,000 and struggling with reconstruction because of American and European sanctions against the Assad government. The terrorism that was spawned in those countries for the Western objective of regime change continues to haunt the Middle East and beyond.

And, as for Bahrain, a long-suffering people who simply demanded democracy were and continue to be brutally suppressed by despotic Arab regimes at the behest of the United States and Britain – two nations that claim to be exemplars to the rest of the world for democracy, human right and rule of law.

Four days after the terrorist atrocity at the Manchester Arena on 22 May 2017, which killed 22 people, Jeremy Corbyn made the bravest speech of his career.

The then Labour leader went much further than the pro forma condemnations of terrorist barbarity customary in the wake of such attacks.

He raised the forbidden subject of British foreign policy. Corbyn highlighted a connection between “wars our government has supported or fought in other countries and terrorism here at home.”

This intervention was all the more remarkable because he made it in the middle of a general election campaign. At first Conservative strategists could not believe their luck.

Thinking that Corbyn had gifted them the election, Ben Wallace, then security minister (and today defence secretary), went on the offensive. He declared: “We have to be unequivocal that no amount of excuses, no amount of twisted reasoning about a foreign policy here or a foreign policy there can be an excuse.”

But the Conservative strategists were wrong. Corbyn probably rose rather than fell in the polls after his speech.

The British public could see the Labour leader had a point. He was echoing the explicit warning given by British intelligence to then Prime Minister Tony Blair ahead of the Iraq war in 2003:

“The threat from al-Qaeda will increase at the onset of any military action against Iraq.”

In other words, there is an undeniable link between foreign adventurism and so-called blowback at home.

Politicians rarely admit this connection. Indeed, Blair refused to accept the relevance of the Iraq invasion in the aftermath of the London terrorist attacks in July 2005, which killed 56 people.

Neither Blair nor David Cameron allowed a full, independent public inquiry into the London bombings, so links to British foreign policy were never properly investigated.

I am beginning to wonder whether the current inquiry into the Manchester Arena atrocity will duck the issue as well.

Elephant in Room

The inquiry was launched on 15 June this year. Since then Sir John Saunders, the chairman, has devoted his time to a minute examination of the response of the emergency services and security arrangements at the Manchester Arena.

But he has side-stepped the elephant in the room: Britain’s role in the downfall of Libyan leader Colonel Muammar Gaddafi in the war of 2011.

Yet the facts are hard to ignore.

The Manchester bomber was Salman Abedi, a 22-year-old with a Libyan background whose family had fled and settled in Manchester to escape Gaddafi’s regime.

Abedi’s father, Ramadan, was a long-standing member of the Libyan Islamic Fighting Group (LIFG), which was founded to overthrow Gaddafi. The primary opposition force to Gaddafi, the LIFG was until 2009 an affiliate of al-Qaeda.

In 2011, both Ramadan and a young Salman Abedi returned to Libya to fight in the civil war that toppled Gaddafi, partly thanks to a Nato bombing campaign in which the U.K. played a key role.

Salman was later known to have made repeated trips to Libya, including one shortly before his attack in Manchester.

Perhaps Salman Abedi’s links to Libya are irrelevant. It would be wrong to rule out the idea that Abedi was “radicalized” in Britain.

Yet questions abound. Questions which scream out to be asked. Questions which Saunders has so far shown little sign of examining.

The first concerns Britain’s “open door policy,” which allowed Libyan exiles and British Libyan citizens, most of whom lived in Manchester, to join the 2011 uprising.

Some of these British Libyans had previously been under control orders, which subjected them to electronic tagging and required them to remain at a registered address for 16 hours a day.

Control orders are designed for the purpose of “protecting members of the public from a risk of terrorism.”

Yet in advance of the Libyan intervention, the British government had decided that the Manchester Libyans no longer posed a terrorist threat.

An article by Middle East Eye interviewed Libyans who claimed strings were pulled by Britain’s domestic security service, MI5, to allow them to travel to Libya and fight with “no questions asked.”

In other words, the U.K. was allowing individuals they suspected of involvement in terrorist activity to travel to Libya and join up with radical Islamist groups, including the Libyan Islamic Fighting Group.

Why were these control orders lifted and on whose advice? What caused the government to change its mind? Were the control orders lifted in connection with the Libyan conflict – or is there some other explanation?

Ministerial Accountability

Saunders has the power to call then Home Secretary Theresa May and probably her immediate predecessor Alan Johnson and ask them. He should do so.

He also needs to call Cameron, the prime minister who ordered Britain’s military intervention in 2011. We need to know whether he was advised that domestic consequences might flow from his Libyan mission.

MI5 warned in advance about the danger of bloodshed on British streets as a result of the Iraq invasion. Was a similar warning issued in private ahead of British meddling in Libya?

The inquiry also needs to hear about Britain’s relations with the LIFG, which in the 1990s seems to have been in hock with MI6, and paid by the agency to carry out an assassination attempt against Gaddafi.

When their attempts at regime change failed, the Libyan radicals fled to Manchester – sometimes called the “second capital” of Libya.

After 9/11, the British state changed its approach and Gaddafi became an unexpected ally. Now, LIFG exiles in Britain were deprived of their passports.

In 2011 the LIFG came back into favor as Cameron ordered airstrikes and secretly deployed some ground troops to help local forces remove Gaddafi.

This has rarely been acknowledged. But General David Richards, then chief of the defence staff, told a parliamentary inquiry in 2016 that Britain “had a few people embedded” with rebel forces in Libya, saying that they were “in the rear areas” and “would go forward and back”.

Shouldn’t we be able to know more details about this? Who exactly did they work with? What support did they provide? Did it include armed support or training to Islamist forces?

These questions are supremely important since Abedi and his father were among those rebel forces at the time. I cannot establish whether they had been under control orders.

The questions are especially relevant because of the circumstances which applied during the British military action in Libya.

The terms of the United Nations resolution, which authorized British and French intervention, specifically prohibited sending in ground troops.

Britain mainly seems to have thrown our weight behind Islamist fighters, including the LIFG, who had a long-standing hatred of Gaddafi.

Some LIFG fighters in Libya in 2011 had earlier fought alongside the Islamic State of Iraq – the al-Qaeda entity which went on to establish a presence in Syria and then became Islamic State.

Put another way, Qaeda-connected forces were Britain’s boots on the ground in the war against Gaddafi.

In 2018, then Foreign Minister Alastair Burt admitted to parliament that the U.K. “likely” had contacts with “former members” of the LIFG and another Islamist group, the 17 February Martyrs Brigade, in Libya in 2011. What were these contacts?

Following the 2011 war, there are grounds for assuming that Abedi came into contact with other militant Islamist groups on his trips to Libya. There are suggestions, for example, that Abedi was trained in a camp complex run by Islamic State in Sabratha, near the border with Tunisia.

After the Gaddafi regime fell, Libya became a largely lawless country and a base for terrorism, including a launch pad for terrorist attacks in Europe.

We need to know what groups Abedi met, whether they trained him, and whether they were a danger to Britain.

And what were the true circumstances of Abedi being “rescued” by the British military in 2014, when he and other British citizens in Libya at the time were brought back to the U.K.? Why was Abedi allowed to return to Britain unhindered?

The Secret Intelligence Service (SIS, also known as MI6) should be able to shed light on this, making it frankly odd and absurd that no SIS officer seems to have been called to give evidence (an MI5 witness has been scheduled). Saunders’ inquiry will have limited credibility without SIS testimony.

What did they know about Abedi’s visits to Libya? Did SIS press for control orders to be relaxed? And the key question – what role did SIS play, exactly, in Libya in 2011?

Blood Price?

Did innocent Manchester citizens pay a blood price for Britain’s cynical policy six years earlier? Was the British state itself ultimately part of the apparatus of terror which killed innocent people in Manchester?

This is why Saunders also needs to call William Hague, foreign secretary in 2011, to face forensic questioning about the relationship between the LIFG and the British state.

Did Hague understand what he was doing?

Parliament’s Foreign Affairs Committee later concluded he didn’t: “We have seen no evidence that the UK government carried out a proper analysis of the nature of the rebellion in Libya. It may be that the UK government was unable to analyse the nature of the rebellion in Libya due to incomplete intelligence and insufficient institutional insight.”

It added: “It failed to identify the militant Islamist extremist element in the rebellion.”

But was the Foreign Office really that naïve? Did Britain blindly stumble into an alliance with terrorist forces which might later turn on it? Or did we know exactly who we were getting involved with?

Since the hearings began in September, Saunders has spent three months interrogating the emergency services, and those responsible for Arena security. I have no doubt that there are important lessons to be learnt.

However, the purpose of the Manchester inquiry is to ensure a similar catastrophe can be averted in future. That’s why Saunders should spend at least the same amount of time interrogating British foreign policy.

There is no point in his inquiry unless it asks the difficult questions the British establishment would rather avoid, and look into the underlying causes.

Some might feel that this is unfair to Saunders. These questions would have been answered if there had been a formal inquiry, as there should have been, into Cameron’s calamitous decision to intervene in Libya.

In the absence of such an inquiry it’s up to Saunders.

Joe Biden will take command of the White House at a time when the American public is more concerned about battling coronavirus than fighting overseas wars. But America’s wars rage on regardless, and the militarized counterterrorism policy Biden has supported in the past—based on airstrikes, special operations and the use of proxy forces—is precisely what keeps these conflicts raging.

In Afghanistan, Biden opposed Obama’s 2009 troop surge, and after the surge failed, Obama reverted to the policy that Biden favored to begin with, which became the hallmark of their war policy in other countries as well. In insider circles, this was referred to as “counterterrorism,” as opposed to “counterinsurgency.”

In Afghanistan, that meant abandoning the large-scale deployment of U.S. forces, and relying instead on air strikes, drone strikes and special operations “kill or capture” raids, while recruiting and training Afghan forces to do nearly all the ground fighting and holding of territory.

In the 2011 Libya intervention, the NATO-Arab monarchist coalition embedded hundreds of Qatari special operations forces and Western mercenaries with the Libyan rebels to call in NATO airstrikes and train local militias, including Islamist groups with links to Al Qaeda. The forces they unleashed are still fighting over the spoils nine years later.

While Joe Biden now takes credit for opposing the disastrous intervention in Libya, at the time he was quick to hail its deceptive short-term success and Colonel Gaddafi’s gruesome assassination. “NATO got it right,” Biden said in a speech at Plymouth State College in October 2011 on the very day President Obama announced Gaddafi’s death. “In this case, America spent $2 billion and didn’t lose a single life. This is more the prescription for how to deal with the world as we go forward than it has in the past.”

While Biden has since washed his hands of the debacle in Libya, that operation was in fact emblematic of the doctrine of covert and proxy war backed by airstrikes that he supported, and which he has yet to disavow. Biden still says he supports “counterterrorism” operations, but he was elected president without ever publicly answering a direct question about his support for the massive use of airstrikes and drone strikes that are an integral part of that doctrine.

In the campaign against Islamic State in Iraq and Syria, U.S.-led forces dropped over 118,000 bombs and missiles, reducing major cities like Mosul and Raqqa to rubble and killing tens of thousands of civilians. When Biden said America “didn’t lose a single life” in Libya, he clearly meant “American life.” If “life” simply means life, the war in Libya obviously cost countless lives, and made a mockery of a UN Security Council resolution that approved the use of military force only to protect civilians.

As Rob Hewson, the editor of the arms trade journal Jane’s Air-Launched Weapons, told the AP as the U.S. unleashed its “Shock and Awe” bombardment on Iraq in 2003, “In a war that’s being fought for the benefit of the Iraqi people, you can’t afford to kill any of them. But you can’t drop bombs and not kill people. There’s a real dichotomy in all of this.” The same obviously applies to people in Libya, Afghanistan, Syria, Yemen, Palestine and wherever American bombs have been falling for 20 years.

As Obama and Trump both tried to pivot from the failed “global war on terrorism” to what the Trump administration has branded “great power competition,” or a reversion to the Cold War, the war on terror has stubbornly refused to exit on cue. Al Qaeda and Islamic State have been driven from places the U.S. has bombed or invaded, but keep reappearing in new countries and regions. Islamic State now occupies a swath of northern Mozambique, and has also taken root in Afghanistan. Other Al Qaeda affiliates are active across Africa, from Somalia and Kenya in East Africa to eleven countries in West Africa.

After nearly 20 years of “war on terror,” there is now a large body of research into what drives people to join Islamist armed groups fighting local government forces or Western invaders. While American politicians still wring their hands over what twisted motives can possibly account for such incomprehensible behavior, it turns out that it’s really not that complicated. Most fighters are not motivated by Islamist ideology as much as by the desire to protect themselves, their families or their communities from militarized “counterterrorism” forces, as documented in this report by the Center for Civilians in Conflict.

Another study, titled The Journey to Extremism in Africa: Drivers, Incentives and the Tipping Point for Recruitment, found that the tipping point or “final straw” that drives over 70% of fighters to join armed groups is the killing or detention of a family member by “counterterrorism” or “security” forces. The study exposes the U.S. brand of militarized counterterrorism as a self-fulfilling policy that fuels an intractable cycle of violence by generating and replenishing an ever-expanding pool of “terrorists” as it destroys families, communities and countries.

For example, the U.S. formed the Trans-Sahara Counterterrorism Partnership with 11 West African countries in 2005 and has so far sunk a billion dollars into it. In a recent report from Burkina Faso, Nick Turse cited U.S. government reports that confirm how 15 years of U.S.-led “counterterrorism” have only fueled an explosion of terrorism across West Africa.

The Pentagon’s Africa Center for Strategic Studies reports that the 1,000 violent incidents involving militant Islamist groups in Burkina Faso, Mali and Niger in the past year amount to a seven-fold increase since 2017, while the confirmed minimum number of people killed has increased from 1,538 in 2017 to 4,404 in 2020.

Heni Nsaibia, a senior researcher at ACLED (Armed Conflict Location Event Data), told Turse that, “Focusing on Western concepts of counterterrorism and embracing a strictly military model has been a major mistake. Ignoring drivers of militancy, such as poverty and lack of social mobility, and failing to alleviate the conditions that foster insurgencies, like widespread human rights abuses by security forces, have caused irreparable harm.”Indeed, even the New York Times has confirmed that “counterterrorism” forces in Burkina Faso are killing as many civilians as the “terrorists” they are supposed to be fighting. A 2019 U.S. State Department Country Report on Burkina Faso documented allegations of “hundreds of extrajudicial killings of civilians as part of its counterterrorism strategy,” mainly killing members of the Fulani ethnic group.

Souaibou Diallo, the president of a regional association of Muslim scholars, told Turse that these abuses are the main factor driving the Fulani to join militant groups. “Eighty percent of those who join terrorist groups told us that it isn’t because they support jihadism, it is because their father or mother or brother was killed by the armed forces,” said Diallo. “So many people have been killed—assassinated—but there has been no justice.”

Since the inception of the Global War on Terror, both sides have used the violence of their enemies to justify their own violence, fueling a seemingly endless spiral of chaos spreading from country to country and region to region across the world.

But the U.S. roots of all this violence and chaos run even deeper than this. Both Al Qaeda and Islamic State evolved from groups originally recruited, trained, armed and supported by the CIA to overthrow foreign governments: Al Qaeda in Afghanistan in the 1980s, and the Nusra Front and Islamic State in Syria since 2011.

If the Biden administration really wants to stop fueling chaos and terrorism in the world, it must radically transform the CIA, whose role in destabilizing countries, supporting terrorism, spreading chaos and creating false pretexts for war and hostility has been well documented since the 1970s by Colonel Fletcher Prouty, William Blum, Gareth Porter and others.

The United States will never have an objective, depoliticized national intelligence system, or therefore a reality-based, coherent foreign policy, until it exorcises this ghost in the machine. Biden has chosen Avril Haines, who crafted the secret quasi-legal basis for Obama’s drone program and protected CIA torturers, to be his Director of National Intelligence. Is Haines up to the job of transforming these agencies of violence and chaos into a legitimate, working intelligence system? That seems unlikely, and yet it is vital.

The new Biden administration needs to take a truly fresh look at the whole range of destructive policies the United States has pursued around the world for decades, and the insidious role the CIA has played in so many of them.

We hope Biden will finally renounce hare-brained, militarized policies that destroy societies and ruin people’s lives for the sake of unattainable geopolitical ambitions, and that he will instead invest in humanitarian and economic aid that really helps people to live more peaceful and prosperous lives.

We also hope that Biden will reverse Trump’s pivot back to the Cold War and prevent the diversion of more of our country’s resources to a futile and dangerous arms race with China and Russia.

We have real problems to deal with in this century – existential problems that can only be solved by genuine international cooperation. We can no longer afford to sacrifice our future on the altar of the Global War on Terror, a New Cold War, Pax Americana or other imperialist fantasies.

Wild Conspiracy Theory? The illegal invasion of Libya, in which Britain was complicit and a British House of Commons Foreign Affairs Committee’s report confirmed as an illegal act sanctioned by the UK government, over which Cameron stepped down as Prime Minister (weeks before the release of the UK parliament report), occurred from March – Oct, 2011.

Muammar al-Gaddafi was assassinated on Oct. 20th, 2011.

On Sept 11-12th, 2012, U.S. Ambassador to Libya Christopher Stevens, U.S. Foreign Service information management officer Sean Smith, and CIA contractors Tyron Woods and Glen Doherty were killed at two U.S. government facilities in Benghazi.

It is officially denied to this date that al-Qaeda or any other international terrorist organization participated in the Benghazi attack. It is also officially denied that the attack was pre-meditated.

On the 6th year anniversary of the Benghazi attack, Barack Obama stated at a partisan speech on Sept 10th, 2018, delivered at the University of Illinois, that the outrage over the details concerning the Benghazi attack were the result of “wild conspiracy theory” perpetrated by conservatives and Republican members of Congress.

However, according to an August 2012 Defense Intelligence Agency report  (only released to the public in May 2015), this is anything but the case. The report was critical of the policies of then President Obama as a direct igniter for the rise of ISIS and the creation of a “caliphate” by Syria-based radical Islamists and al-Qaeda. The report also identified that arms shipments in Libya had gone to radical Islamist “allies” of the United States and NATO in the overthrowing of Col. Muammar al-Gaddafi. These arms shipments were sent to Syria and became the arsenal that allowed ISIS and other radical rebels to grow.

The declassified DIA report states:

AQI [al-qaeda –iraq] SUPPORTED THE SYRIAN OPPOSITION FROM THE BEGINNING, BOTH IDEOLOGICALLY AND THROUGH THE MEDIA… WESTERN COUNTRIES, THE GULF STATES AND TURKEY ARE SUPPORTING THESE EFFORTS… THE WEST, GULF COUNTRIES, AND TURKEY SUPPORT THE [SYRIAN] OPPOSITION… THERE IS THE POSSIBILITY OF ESTABLISHING A DECLARED OR UNDECLARED SALAFIST PRINCIPALITY IN EASTERN SYRIA (HASAKA AND DER ZOR), AND THIS IS EXACTLY WHAT THE SUPPORTING POWERS TO THE OPPOSITION WANT, IN ORDER TO ISOLATE THE SYRIAN REGIME…” [emphasis added]

Another DIA document from Oct 2012 (also released in May 2015), reported that Gaddafi’s vast arsenal was being shipped from Benghazi to two Syrian ports under the control of the Syrian rebel groups.

Essentially, the DIA documents were reporting that the Obama Administration was supporting Islamist extremism, including the Muslim Brotherhood.

When the watchdog group Judicial Watch received the series of DIA reports through Freedom of Information Act lawsuits (FOIA) in May 2015, the State Department, the Administration and various media outlets trashed the reports as insignificant and unreliable.

There was just one problem; Lt. Gen. Flynn was backing up the reliability of the released DIA reports.

Lt. Gen. Flynn as Director of the DIA from July 2012 – Aug. 2014, was responsible for acquiring accurate intelligence on ISIS’s and other extremist operations within the Middle East, but did not have any authority in shaping U.S. military policy in response to the Intel the DIA was acquiring.

In a July 2015 interview with Al-Jazeera, Flynn went so far as to state that the rise of ISIS was the result of a “willful decision,” not an intelligence failure, by the Obama Administration.

In the Al-Jazeera interview Flynn was asked:

Q: You are basically saying that even in government at the time you knew these groups were around, you saw this analysis, and you were arguing against it, but who wasn’t listening?

FLYNN: I think the Administration.

Q: So the Administration turned a blind eye to your analysis?

FLYNN: I don’t know that they turned a blind eye, I think it was a decision. I think it was a willful decision.

Q: A willful decision to support an insurgency that had Salafists, al-Qaeda and the Muslim Brotherhood?

FLYNN: It was a willful decision to do what they’re doing.

Flynn was essentially stating (in the 47 minute interview) that the United States was fully aware that weapons trafficking from Benghazi to the Syrian rebels was occurring. In fact, the secret flow of arms from Libya to the Syrian opposition, via Turkey was CIA sponsored and had been underway shortly after Gaddafi’s death in Oct 2011. The operation was largely run out of a covert CIA annex in Benghazi, with State Department acquiescence.

This information was especially troubling in light of the fact that the Obama Administration’s policy, from mid-2011 on, was to overthrow the Assad government. The question of “who will replace Assad?” was never fully answered.

Perhaps the most troubling to Americans among the FOIA-released DIA documents was a report from Sept. 16, 2012, which provided a detail account of the pre-meditated nature of the 9/11/12 attack in Benghazi, reporting that the attack had been planned ten days prior, detailing the groups involved.

The report revealed that it was in fact an al-Qaeda linked terrorist group that was responsible for the Benghazi attack. That despite this intelligence, the Obama Administration continued to permit arms-trafficking to the al-Qaeda-linked Syrian rebels even after the 9/11/12 attacks.

In August 2015, then President Obama ordered for U.S. forces to attack Syrian government forces if they interfered with the American “vetted, trained and armed” forces. This U.S. approved Division 30 Syrian rebel group “defected” almost immediately, with U.S. weapons in hand, to align with the Nusra Front, the formal al-Qaeda affiliate in Syria.

Obama’s Semantics War: Any Friend of Yours is a Friend of Mine

“Flynn incurred the wrath of the [Obama] White House by insisting on telling the truth about Syria… He thought truth was the best thing and they shoved him out.”

– Patrick Lang (retired army colonel, served for nearly a decade as the chief Middle East civilian intelligence officer for the Defense Intelligence Agency)

Before being named Director of the DIA, Flynn served as Director of Intelligence for the Joint Staff, as Director of Intelligence for the U.S. Central Command, and as Director of Intelligence for the Joint Special Operations Command.

Flynn’s criticisms and opposition to the Obama Administration’s policies in his interview with Al-Jazeera in 2015 was nothing new. In August 2013, Flynn as Director of the DIA supported Gen. Dempsey’s intervention, as Chairman of the Joint Chiefs of Staff, in forcing then President Obama to cancel orders to launch a massive bombing campaign against the Syrian government and armed forces. Flynn and Dempsey both argued that the overthrow of the Assad government would lead to a radical Islamist stronghold in Syria, much like what was then happening in Libya.

This account was also supported in Seymour Hersh’s paper “Military to Military” published in Jan 2016, to which he states:

Lieutenant General Michael Flynn, director of the DIA between 2012 and 2014, confirmed that his agency had sent a constant stream of classified warnings to the civilian leadership about the dire consequences of toppling Assad. The jihadists, he said, were in control of the opposition. Turkey wasn’t doing enough to stop the smuggling of foreign fighters and weapons across the border. ‘If the American public saw the intelligence we were producing daily, at the most sensitive level, they would go ballistic,’ Flynn told me. ‘We understood Isis’s long-term strategy and its campaign plans, and we also discussed the fact that Turkey was looking the other way when it came to the growth of the Islamic State inside Syria.’ The DIA’s reporting, he [Flynn] said, ‘got enormous pushback’ from the Obama administration. ‘I felt that they did not want to hear the truth.’

[According to a former JCS adviser]’…To say Assad’s got to go is fine, but if you follow that through – therefore anyone is better. It’s the “anybody else is better” issue that the JCS had with Obama’s policy.’ The Joint Chiefs felt that a direct challenge to Obama’s policy would have ‘had a zero chance of success’. So in the autumn of 2013 they decided to take steps against the extremists without going through political channels, by providing U.S. intelligence to the militaries of other nations, on the understanding that it would be passed on to the Syrian army and used against the common enemy, Jabhat al-Nusra and Islamic State [ISIS].” [emphasis added]

According to Hersh’s sources, it was through the militaries of Germany, Israel and Russia, who were in contact with the Syrian army, that the U.S. intelligence on where the terrorist cells were located was shared, hence the “military to military”. There was no direct contact between the U.S. and the Syrian military.

Hersh states in his paper:

The two countries [U.S. & Syria] collaborated against al-Qaida, their common enemy. A longtime consultant to the Joint Special Operations Command said that, after 9/11, ‘Bashar was, for years, extremely helpful to us while, in my view, we were churlish in return, and clumsy in our use of the gold he gave us. That quiet co-operation continued among some elements, even after the [Bush administration’s] decision to vilify him.’ In 2002 Assad authorised Syrian intelligence to turn over hundreds of internal files on the activities of the Muslim Brotherhood in Syria and Germany. Later that year, Syrian intelligence foiled an attack by al-Qaida on the headquarters of the U.S. Navy’s Fifth Fleet in Bahrain, and Assad agreed to provide the CIA with the name of a vital al-Qaida informant. In violation of this agreement, the CIA contacted the informant directly; he rejected the approach, and broke off relations with his Syrian handlers.

…It was this history of co-operation that made it seem possible in 2013 that Damascus would agree to the new indirect intelligence-sharing arrangement with the U.S.

However, as the Syrian army gained strength with the Dempsey-led-Joint Chiefs’ support, Saudi Arabia, Qatar and Turkey escalated their financing and arming of al-Nusra and ISIS. In fact, it was “later” discovered that the Erdogan government had been supporting al-Nusra and ISIS for years. In addition, after the June 30th, 2013 revolution in Egypt, Turkey became a regional hub for the Muslim Brotherhood’s International Organization.

In Sept. 2015, Russia came in and directly intervened militarily, upon invitation by the Syrian government, and effectively destroyed ISIS strongholds within Syrian territory. In response, Turkey shot down a Russian Sukhoi Su-24 on Nov 24th, 2015 for allegedly entering Turkish airspace for 17 seconds. Days after the Russian fighter jet was shot down, Obama expressed support for Erdogan and stated at a Dec. 1st, 2015 press conference that his administration would remain “very much committed to Turkey’s security and its sovereignty”. Obama also said that as long as Russia remained allied with Assad, “a lot of Russian resources are still going to be targeted at opposition groups … that we support … So I don’t think we should be under any illusions that somehow Russia starts hitting only Isil targets. That’s not happening now. It was never happening. It’s not going to be happening in the next several weeks.”

Today, not one of those “opposition groups” has shown itself to have remained, or possibly ever been, anti-extremist. And neither the Joint Chiefs nor the DIA believed that there was ever such a thing as “moderate rebels.”

Rather, as remarked by a JCS adviser to Hersh, “Turkey is the problem.”

China’s “Uyghur Problem”

Imad Moustapha, was the Syrian Ambassador to the United States from 2004 to Dec. 2011, and has been the Syrian Ambassador to China for the past eight years.

In an interview with Seymour Hersh, Moustapha stated:

‘China regards the Syrian crisis from three perspectives,’ he said: international law and legitimacy; global strategic positioning; and the activities of jihadist Uighurs, from Xinjiang province in China’s far west. Xinjiang borders eight nations – Mongolia, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan and India – and, in China’s view, serves as a funnel for terrorism around the world and within China. Many Uighur fighters now in Syria are known to be members of the East Turkestan Islamic Movement – an often violent separatist organisation that seeks to establish an Islamist Uighur state in Xinjiang. ‘The fact that they have been aided by Turkish intelligence to move from China into Syria through Turkey has caused a tremendous amount of tension between the Chinese and Turkish intelligence,’ Moustapha said. ‘China is concerned that the Turkish role of supporting the Uighur fighters in Syria may be extended in the future to support Turkey’s agenda in Xinjiang. We are already providing the Chinese intelligence service with information regarding these terrorists and the routes they crossed from on travelling into Syria.’ ” [emphasis added]

This view was echoed by a Washington foreign affairs analyst whose views are routinely sought by senior government officials, informing Hersh that:

Erdoğan has been bringing Uighurs into Syria by special transport while his government has been agitating in favour of their struggle in China. Uighur and Burmese Muslim terrorists who escape into Thailand somehow get Turkish passports and are then flown to Turkey for transit into Syria.

China understands that the best way to combat the terrorist recruiting that is going on in these regions is to offer aid towards reconstruction and economic development projects. By 2016, China had allegedly committed more than $30 billion to postwar reconstruction in Syria.

The long-time consultant to the Joint Special Operations Command could not hide his contempt, according to Hersh, when he was asked for his view of the U.S. policy on Syria. “‘The solution in Syria is right before our nose,’ he said. ‘Our primary threat is Isis and all of us – the United States, Russia and China – need to work together.’“

The military’s indirect pathway to Assad disappeared with Dempsey’s retirement in September 25th, 2015. His replacement as chairman of the Joint Chiefs, General Joseph Dunford, testified before the Senate Armed Services Committee in July 2015, two months before assuming office, “If you want to talk about a nation that could pose an existential threat to the United States, I’d have to point to Russia.”

Flynn’s Call for Development in the Middle East to Counter Terrorism

Not only was Flynn critical of the Obama Administration’s approach to countering terrorism in the Middle East, his proposed solution was to actually downgrade the emphasis on military counter-operations, and rather focus on economic development within these regions as the most effective and stable impediment to the growth of extremists.

Flynn stated in the July 2015 interview with Al-Jazeera:

“Frankly, an entire new economy is what this region needs. They need to take this 15-year old, to 25 to 30-year olds in Saudi Arabia, the largest segment of their population; in Egypt, the largest segment of their population, 15 to roughly 30 years old, mostly young men. You’ve got to give them something else to do. If you don’t, they’re going to turn on their own governments, and we can solve that problem.

So that is the conversation that we have to have with them, and we have to help them do that. And in the meantime, what we have is this continued investment in conflict. The more weapons we give, the more bombs we drop, that just fuels the conflict. Some of that has to be done, but I’m looking for other solutions. I’m looking for the other side of this argument, and we’re not having it; we’re not having it as the United States.” [emphasis added]

Flynn also stated in the interview that the U.S. cannot, and should not, deter the development of nuclear energy in the Middle East:

It now equals nuclear development of some type in the Middle East, and now what we want… what I hope for is that we have nuclear [energy] development, because it also helps for projects like desalinization, getting water…nuclear energy is very clean, and it actually is so cost effective, much more cost effective for producing water from desalinization.

Flynn was calling for a new strategic vision for the Middle East, and making it clear that “conflict only” policies were only going to add fuel to the fire, that cooperative economic policies are the true solution to attaining peace in the Middle East. Pivotal to this is the expansion of nuclear energy, while assuring non-proliferation of nuclear weapons, which Flynn states “has to be done in a very international, inspectable way.”

When In Doubt, Blame the Russians

How did the Obama Administration respond to Flynn’s views?

He was fired (forced resignation) from his post as Director of the DIA on April 30th, 2014. Defense Secretary Chuck Hagel, who was briefed by Flynn on the intelligence reports and was also critical of the U.S. Administration’s strategy in the Middle East was also forced to resign in Feb. 2015.

With the election of Trump as President on Nov. 8 2016, Lt. Gen. Flynn was swiftly announced as Trump’s choice for National Security Adviser on Nov. 18th, 2016.

Just weeks later, Flynn was targeted by the FBI and there was a media sensation over Flynn being a suspected “Russian agent”. Flynn was taken out before he had a chance to even step into his office, prevented from doing any sort of overhaul with the intelligence bureaus and Joint Chiefs of Staff, which was most certainly going to happen. Instead Flynn was forced to resign on Feb. 13th, 2017 after incessant media attacks undermining the entire Trump Administration, accusing them of working for the Russians against the welfare of the American people.

Despite an ongoing investigation on the allegations against Flynn, there has been no evidence to this date that has justified any charge. In fact, volumes of exculpatory evidence have been presented to exonerate Flynn from any wrongdoing including perjury. At this point, the investigation of Flynn has been put into question as consciously disingenuous and as being stalled by the federal judge since May 2020, refusing to release Flynn it seems while a Trump Administration is still in effect.

The question thus stands; in whose best interest is it that no peace be permitted to occur in the Middle East and that U.S.-Russian relations remain verboten? And is such an interest a friend or foe to the American people?

Desperate refugees crammed into cockle-shell boats landing on the shingle beaches of the south Kent coast are easily portrayed as invaders. Anti-immigrant demonstrators were exploiting such fears last weekend as they blockaded the main highway into Dover Port in order “to protect Britain’s borders”. Meanwhile, the home secretary, Priti Patel, blames the French for not doing enough to stop the flow of refugees across the Channel.

Refugees attract much attention on the last highly visible stages of their journeys between France and Britain. But there is absurdly little interest in why they endure such hardships, risking detention or death.

There is an instinctive assumption in the west that it is perfectly natural for people to flee their own failed states (the failure supposedly brought on by self-inflicted violence and corruption) to seek refuge in the better-run, safer and more prosperous countries.

But what we are really seeing in those pathetic half-swamped rubber boats bobbing up and down in the Channel are the thin end of the wedge of a vast exodus of people brought about by military intervention by the US and its allies. As a result of their “global war on terror”, launched following the al-Qaeda attacks in the US on 11 September 2001, no less than 37 million people have been displaced from their homes, according to a revelatory report published this week by Brown University.

The study, part of a project called “Costs of War”, is the first time that this violence-driven mass population movement has been calculated using the latest data. Its authors conclude that “at least 37 million people have fled their homes in the eight most violent wars the US military has launched or participated in since 2001”. Of these, at least 8 million are refugees who fled abroad, and 29 million are internally displaced persons (IDPs) who have taken flight inside their own countries. The eight wars examined by the report are in Afghanistan, Iraq, Syria, Yemen, Libya, Somalia, northwest Pakistan and the Philippines.

The authors of the study say that the displacement of people by these post-9/11 wars is almost without precedent. They compare the figures for the last 19 years with those for the whole of the 20th century, concluding that only the Second World War produced a bigger mass flight. Otherwise, the post-9/11 displacement exceeds that brought about by the Russian Revolution (6 million), the First World War (10 million), India-Pakistan Partition (14 million), East Bengal (10 million), the Soviet invasion of Afghanistan (6.3 million) and the Vietnam War (13 million).

Refugees are visible once they cross an international frontier, but IDPs are far more difficult to trace, though three-and-a-half times more numerous. They may move multiple times as the dangers they face ebb and flow. Sometimes they return to their homes, only to find them destroyed or that the means to make a living has gone. Often they must choose between bad and worse as the battlelines shift, forcing them into a nomadic existence within their own country. In Somalia, the Norwegian Refugee Council says that “virtually all Somalis have been displaced by violence at least once in their life”. In Syria, there are 5.6 million refugees but also 6.2 million IDPs with out-of-work malnourished families struggling to survive.

Some of these wars were started as a direct consequence of 9/11, notably in Afghanistan and Iraq (though Saddam Hussein had nothing to do with al-Qaeda and the destruction of the World Trade Centre). Others, like the ongoing war in Yemen, were launched by Saudi Arabia, the United Arab Emirates and other allies in 2015. But it could not have happened in the first place, and have gone on for five devastating years, without a tacit green light from Washington. With 80 per cent of the Yemeni population in dire need, the only reason there are not more refugees is that they are trapped inside Yemen by the Saudi blockade.

This willingness to launch wars and to keep them going might be less if American, British and French leaders had to pay a political price for their actions. Unfortunately, voters have never understood that the influx of refugees, to which so many of them object, is the consequence of the vast displacement caused by these post-9/11 foreign wars.

Syria surpassed Afghanistan in 2013 as the country in the world producing the most refugees. As violence and economic collapse continue, the number of Syrians forced to flee their homes is likely to go up rather than down. One feature the eight post-9/11 wars have in common is that none of them have ended, despite years of inconclusive fighting. This is why the numbers displaced is so much higher than in extremely violent but far shorter conflicts in the 20th century. The endless nature of these present-day conflicts has come to seem to be part of the natural order of things, but this is absolutely not the case.

Foreign powers pretend that they are working ceaselessly to end these wars, but they only want peace on their own terms. In Syria, for instance, the president, Bashar al-Assad, strongly backed by Russia and Iran, won the war militarily by 2017/18. It had been a long time, in any case, since the US and the west genuinely wanted to get rid of Assad because they feared his replacement by Isis or al-Qaeda-type movements.

But Washington and its allies also did not want Assad, Russia and Iran to win an outright victory, so they have kept the pot bubbling in a conflict in which Syrians are the miserable cannon fodder. Similarly cynical calculations about denying the other side an outright victory have kept the other wars going, regardless of the human cost.

The US is not alone in bearing responsibility for these conflicts and the mass displacement of people they caused. The Libyan war, launched by Britain and France with US backing in 2011, was advertised as saving the Libyan people from Muammar Gaddafi. In reality, it turned the country over to murderous war lords and gangsters, making Libya the gateway through which immigrants from north Africa try to make their way to Europe.

Even leaders as dim-witted as David Cameron, Nicolas Sarkozy and Hillary Clinton should have foreseen the politically disastrous consequences of these wars. They generated an inevitable refugee and immigrant wave that energised the xenophobic far right across Europe and was a deciding factor in the Brexit referendum of 2016.

In Britain, the landing of refugees and immigrants below the White Cliffs is once again becoming a hot political issue. At the other end of Europe, migrants are sleeping beside the roads in Lesbos after the burning down of the camp where they had been living.

These waves of migration – and the anti-immigrant backlash that has done so much to poison European politics – will not end while there are 37 million people displaced by these eight wars.

This will only happen when the wars themselves are brought to an end, as should have happened long ago, and the victims of the post-9/11 conflicts no longer believe that any country is better to live in than their own.

The government’s controversial Prevent programme aims to stop individuals becoming terrorists, but it would be much more effective if it taught British political leaders not to engage in wars that become the seed-beds of terrorism.

Consider the case of Khairi Saadallah, the suspect in the killing of three people in a park in Reading who came to the UK as a refugee from Libya in 2012 and was granted asylum in 2018. An ID card reportedly shows that he had been a member of the Union of the February 17 Revolution, one of the paramilitary groups that had fought Muammar Gaddafi the previous year. Police and intelligence agencies say they have not discovered any current link between Mr Saadallah and jihadist organisations.

But that is not really the point: if David Cameron, Nicolas Sarkozy and Hillary Clinton had not launched the Nato-led war to carry out regime change in Libya in 2011, it is unlikely that refugees like Saadallah would have come to Britain the following year.

The same is true of Salman Abedi, the Libyan suicide bomber who killed 22 and injured 139 people, mostly children, in the Manchester Arena in 2017. Abedi was personally responsible for this slaughter, but the British government had relaxed controls on the movements of jihadi groups like the Libyan Islamic Fighting Group because MI6 saw them as useful local allies in getting rid of Gaddafi.

It is disgusting how leaders like David Cameron continue to defend the launching of the 2011 Nato intervention in Libya. It was this that led to the ongoing nine-year-long war and the chaos that produced a wave of refugees who needed help and turned the country into a haven for jihadis like Abedi. Yet this predictable consequence of foreign intervention, be it in Libya, Iraq, Afghanistan or Syria, scarcely receives a mention in the wall-to-wall coverage of murders such as those in Manchester, Reading or London Bridge. The media emphasis is on grief and “communities coming together”, a highly convenient response from the point of view of the British government as its own blundering role in turning Libya into place of permanent war is forgotten or is considered irrelevant.

Gaddafi was a dictator but however horrific the conditions under his rule, Libyans are now at the mercy of merciless local warlords who are proxies for foreign powers pursuing their own egocentric interests. This week Turkey and Egypt, and the coalitions they lead, are close to an all-out proxy war as they face off against each other at Sirte, close to where Gaddafi was killed.

This all-consuming violence is not mentioned by the leaders who did so much to bring it about. David Cameron boasts in his autobiography For The Record that, thanks to his efforts, American, British and French aircraft stopped the advance of Gaddafi’s tanks. “Benghazi was saved,” he writes, “and a Srebrenica-style slaughter was averted.”

Cameron has not noticed that Benghazi was not saved at all. Its centre is now a sea of ruins, destroyed in the fighting between the anti-Gaddafi warlords. Cameron’s claim that Gaddafi’s forces were about to carry out mass killings in Benghazi was always dubious. A report by the House of Commons Foreign Affairs Select Committee said that the belief that Gaddafi would “massacre the civilians in Benghazi was not supported by the available evidence.” His forces had reoccupied other rebel-held towns and there had been no massacre.

Cameron and Britain were not alone in destroying Libya. In a piece of self-glorifying bombast as revolting as anything said by Donald Trump, the US secretary of state Hillary Clinton crowed after the death of Gaddafi: “We came, we saw, he died.”

So did tens of thousands of other Libyans, but is it naïve to imagine that Clinton, Cameron and Sarkozy ever cared much about what happened to the seven million Libyan population? They were equally blind in looking after the interests of their own countries when they replaced a broadly secular authoritarian state in Libya with murderous anarchy.

These three politicians and other interventionists like Tony Blair and George W Bush defend themselves by saying that this is all hindsight. But it was not. I was in Benghazi and Tripoli during the six-month war to overthrow Gaddafi and it was patent that the violence would not end when he was dead. In the week that Britain recognised the rebel leadership in Benghazi as the legitimate government, the rebels had killed, and by some accounts tortured to death, their chief military commander, General Abdel Fattah Younis. Western governments and media had presented the opposition as liberally minded democrats. but an early proposal of the incoming post-Gaddafi transitional government was to put an end to the ban on polygamy.

Western leaders never suffered much political damage from their unforced errors in these wars in the Middle East and North Africa. The countries that were supposedly saved by foreign intervention might be wracked by endless conflict but they had disappeared from the news agenda. Voters at home never connected up terrorist butchery in their streets with wars fought in their name in far away places. I always thought it unjust yet probably inevitable that incompetent ignorant leaders, particularly in Britain, would never pay much of a price for what they had done.

But I was wrong. The same sort of over-confident amateur leadership that I had witnessed committing serial blunders from Basra to Benghazi finally had to face a real crisis in the shape of Covid-19. Their performance was as dismal at home as it had been abroad. Boris Johnson’s shambolic response to the pandemic, producing the worst death toll from the illness in the world aside from the US and Brazil, was foreshadowed by what David Cameron had done before in Libya. In both instances, unnecessary mistakes had calamitous consequences.Perhaps the British political class had become so used to piggy-backing on US political and military power that it no longer knew what to do when that power stumbled over the last twenty years or finally imploded under Trump.

Competence takes a long time to create and its disintegration can also be imperceptibly slow. Nobody in Britain was much interested in the fate of Libya as it was torn apart in an escalating civil war. Even when Britain is the victim of a small proportion of that violence, there is a reluctance to put any of the blame on past British actions. The pretence is that somehow shouldering any responsibility lets the perpetrators off the hook. In reality, both the relatively limited number of British casualties stemming from its Middle East wars and the horribly large loss of life because of coronavirus have a common source: a political class that is hollowed out and no longer copes successfully with real crises.
