1+1+2+1+3+1="9"

Alma meaning soul and "9" being the number of the beast transformation.

The cost of the project? 1.3 billion which is a "13". This speaks to me of a signaling of the forthcoming universal transformation coming from the feathered serpent rebel lord beast "savior from above".
