1. In 1945, at Princeton, in the USA, John von Neumann and other scientists discussed the idea of modifying weather.
Soviet harvests, for example, could be ruined by creating a drought.
2. The US military involved itself in research into climate and environmental warfare.

3. Irving Langmuir and his team at General Electric had the idea of seeding clouds with particles, that would make raindrops. Langmuir had the support of the military.
4. The US military Military researced other ways of injecting materials into the atmosphere to alter weather.
5. In a 1955 Fortune magazine article, von Neumann explained that "Microscopic layers of coloured matter spread on an icy surface, or in the atmosphere above one, could inhibit the reflection-radiation process, melt the ice, and change the local climate."
He thought this might force humanity to take a new, global approach to its political problems.
6. In the early 1970s, the U.S. government spent more than twenty million dollars a year on weather modification research.
7. Beginning around 1961, Russian scientists speculated about altering the global climate by strewing dark dust or soot across the Arctic snow and ice. The soot would lessen reflection of sunlight and the air would get warmer.
In 1971 a group of American experts said that "deliberate measures to induce arctic sea ice melting might prove successful and might prove difficult to reverse should they have undesirable side effects."
8. A 1972 U.S. government rain-making operation in South Dakota was followed by a disastrous flood.

9. The US military used cloud-seeding over the Ho Chi Minh Trail, hoping to increase rainfall and bog down the North Vietnamese Army's supply line in mud.
10. For a few years in the early 1970s, new evidence and arguments led many scientists to suspect that a new ice age was approaching.
HAARP - is being used to create tsunamis and carry out mind control?The High Frequency Active Auroral Research Program (HAARP) is funded by the US Air Force, the US Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA).[1]
Reportedly, its purpose is to investigate the ionosphere and establish whether some of its properties can be used for communication or surveillance purposes.[2]

you are touching upon the,"tip of the iceberg' vis a vis high tech arsenal of weapons that are top secret.
The list is long, of other mind boggling weapons that have been developed over the last 50 years.
Control freaks on steroids.
That picture of Vietnamese foretells the future for all of the rest of us little people.
God help the elite for their monstrous crimes they have commited and have yet to commit.
Is it just me or does this article actually not indicate anything that would lead me to believe that large scale modifications are possible?
